Abstract

The Welsh Government is looking to commission an evaluation of nine rail and station improvement projects. The projects are joint funded by the Welsh Government and European Regional Development Fund and aim to enable increases in service frequency, reductions in journey times and improved access and facilities for rail passengers. The projects are likely to facilitate wider economic, social, environmental and wellbeing outcomes and form a key part of Phase 2 of the South Wales Metro. The overall aim of the work specified here is to provide an interim and final evaluation of the projects assessing: management and delivery processes; achievement of stated indicators and objectives; implementation of Cross Cutting Themes; and exploring the wider transport, environment, social and economic outcomes likely to be facilitated by the projects.
