Office Block and Central Stores. As part of these works all existing gas supplies shall be fitted with new gas pressure regulators, gas meters with remote reading facility and meter kiosks.

In addition to the above works new water meters with pulsed remote reading facility shall be fitted to each block.

Total quantity or scope of tender

In summary the project consists of the installation of gas metering, repair and refurbishment of the existing external gas pipework serving the Glamorgan Court residential blocks, Glamorgan Lodge, Accommodation

Office Block and Central Stores. As part of these works all existing gas supplies shall be fitted with new gas pressure regulators, gas meters with remote reading facility and meter kiosks.

In addition to the above works new water meters with pulsed remote reading facility shall be fitted to each block.

The Mountain halls, which consists of 5 multi occupancy residential units are currently fitted with existing gas and water meters with existing pulsed remote logging facility; therefore, no further works are required to the Mountain Halls.

The contractor shall allow for all required builders work items, access equipment etc to facilitate the works and pay attention to the site conditions which vary between locations.

Unless instructed otherwise, the installation shall be designed and delivered in accordance with the relevant British Standards and/or Codes of Practice.

The Contractor shall note that this Scope of Works Specification shall be read in conjunction with the following documentation:

+ TB+A Mechanical Engineering Workmanship Specification

The Mechanical Contractor shall be responsible for the design, supply and installation of all Mechanical,Electrical Engineering and Controls Services, as defined in the above information, into complete and suitable forms of installation.

The Mechanical Contractor shall carry out detailed surveys of the existing installations to fully ascertain the extent of existing installations and site conditions.

In general, this document is for the design, supply, and installation, testing and commissioning of the following building services systems:

+ Adjustments to existing gas pipework

+ New gas pressure regulators and sub-meters to be provided to each supply

+ New remote wireless pulsed meter logging to be linked back to the site network.

+ New gas kiosk inclusive of suitable base to be provided to gas supply

+ New water meters located upon entry to each block with wireless pulsed meter logging, linked back to the site network

+ Draining down and setting back to work the existing hot water system

+ Associated Builders work

+ Access equipment required to facilitate the required works

The Mechanical Contractor shall be responsible for developing the information detailed within this specification and indicated on the drawings into complete and suitable forms of installation.

For the purposes of the Tender the contractor shall complete associated M&E Summary of Tender outlining proposed costs for the various items of work and shall also provide indicative programme of works outlining phasing and overall works duration.

We envisage the works shall be able to be carried out during normal operational hours of 8am to 5pm Monday to Friday. However, contractor to advise within their programme of works any item which will require

significant service downtime and potential out of hours working. An associated schedule of rates for out of hour’s activity shall therefore be required.

3 Conditions for Participation

3.1

Minimum standards and qualification required

Interested parties must be able to:

Fulfil the requirements of the project in full by providing suitably qualified personnel to undertake the work.

Provide an indicative programme of works outlining phasing and overall works duration.

Hold the relevant level of insurance, as stipulated.

Undertake a site visit, arrangements to be made via Project Manager, Nick Fletcher and submit a COVID-19 RAMS for consideration.

Fully price up the tender as stipulated in the Summary of tender schedule.

5 Other Information

Additional Information

Your tender submission must be uploaded to the Sell2Wales portal Postbox.

Your submission must be received by the closing time and date of midday, Tuesday 30th June 2020.

You should allow adequate time for the loading of your documents so as to ensure receipt as the Postbox will electronically close at

the deadline time and no further submissions will be accepted.

Award Criteria

The Contract will be awarded to the most economically advantageous tender applying the assessment criteria shown in 11.1 the ITT.

The University reserves the right not to accept the lowest or any tender and the right is further reserved to accept the whole or part of any tender.

Community Benefits Proposal

As part of the tendering process the University will be looking at ways that even more value may be obtained and would like to seek community benefits from this tender. All Bidders are to submit their proposals for delivering Community Benefits through their engagement in the awarded contract. This is to be captured in a Community Benefits Proposal.

Community Benefits Proposal will not be scored as a part of the Tender assessment.
