Consultancy to Develop An On-Street Electric Vehicle Charging Roadmap for Newport

Description of the goods or services required

Newport City Council invites tenders for the provision of services to develop a City wide policy and design guidance for the installation of on-street electrical vehicle charging points, combined with a rollout plan and recommended delivery and operating model.

The 5 required outputs are:

1. On-street Charging Review

2. Policy Note: Content for a brief on-street charging policy note (external facing) that states the why, but also what the Council will and won’t allow in terms of installation of off-street charging.

3. Design Guidance: On-street EV charging highway design guidance specific to the city of Newport

4. Implementation Plan: highlighting the most suitable and beneficial areas to install on street chargers within the city

5. Delivery Route: Suggested delivery / business models

The output from this commission cannot be a proposal for further studies.

2. Express an Interest in the Project

- Login to the portal with the username/password

- Click the “ITTs Open to All Suppliers” link. (These are Pre-Qualification Questionnaires open to any registered supplier)

- Click on the relevant ITT (itt_87198) available from 18th June 2021 to access the content.

- Click the “Express Interest” button in the “Actions” box on the page.

- This will move the ITT into your “My ITTs” page. (This is a secure area reserved for your projects only)

- Click on the ITT code to access the content

3. Responding to the tender

- You can now choose to “Create Response” or “Decline to Respond” (please give a reason if declining)

- You can now use the ‘Messages’ function to communicate with the buyer and seek any clarification

- Note the deadline for completion, then follow the onscreen instructions to complete the ITT.

Under the terms of this contract the successful supplier(s) will be required to deliver Community Benefits in support of the authority’s economic and social objectives. Accordingly, contract performance conditions may relate in particular to social and environmental considerations. The Community Benefits included in this contract are:

There is a commitment as an Authority to ensuring community benefits are considered on all contracts and a common approach adopted, providing a consistent experience for suppliers and maximising value added retained within Newport City Council. Providers are therefore encouraged and expected to embrace Newport City Council’s commitment to delivering community benefits.

As part of your submission, bidders will be required to demonstrate their previous approach/experience in delivering Community Benefits and are required to submit a Method Statement in the form of a "Community Benefits Plan" setting out how they will incorporate and deliver "Community Benefits" through this appointment within Newport City Council.
