VII.2) Information about modifications

VII.2.1) Description of the modifications

The modification is for a 6 month extension of Professional Support Services for doctors and dentists in training at an additional cost of 240 000.00 GBP ex VAT;

During this 6-month period; NWSSP Procurement Services on behalf of Health Education and Improvement Wales (HEIW) will undertake a review of ongoing requirements with the aim of issuing a new procurement activity during this timeframe.

Total value of the procurement: 910 850.00 GBP comprising the original contract value and taking into account an earlier modification (670 850 GBP) plus the value of the modification (240 000 GBP).

VII.2.2) Reasons for modification

Need for additional works, services or supplies by the original contractor/concessionaire

Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

Increase demand arose due to COVID-19 (C19) the Contracting Authority (CA) had a requirement to extend contract for 6 months at an additional cost of 240 000 GBP ex VAT. This modification is made under Regulation 72(1)(b), as was necessary to ensure continuation of service due to increased pressure on doctors and dentist in training. Since 2019 the referrals have doubled which is a direct impact of C19. A change of contractor would cause significant inconvenience due to the need of existing complex case work. The modification is to mitigate the continued effects C19 is having on service users; maintaining delivery is critical to avoid a detrimental effect on delivery and impact the health and social care system. The modification does not have the effect of increasing the value of original contract by more than 50%. During the extension the CA will review requirements with a view to award a new contract by Oct-22, with the CA ensuring a seamless handover to any new contractor

VII.2.3) Increase in price

Updated total contract value before the modifications (taking into account possible earlier contract modifications and price adaptions and, in the case of Directive 2014/23/EU, average inflation in the Member State concerned)

Value excluding VAT: 670 850.00 Currency: GBP

Total contract value after the modifications

Value excluding VAT: 910 850.00 Currency: GBP
