Total quantity or scope of tender
The review will need to:
• Ensure that there are sufficient classroom spaces and associated facilities to accommodate 285 pupils (over one or two sites) with a wide range of physical and mental disabilities including Autism, severe learning difficulties, profound and multiple learning difficulties, very challenging social, emotional and behavioural difficulties etc.
• Identify room for future expansion to increase the capacity if required beyond 285 places for both internal and external spaces.
• Review the suiting of rooms and facilities, along with reinstatement of areas converted into classroom spaces within the buildings e.g. library, ICT suite. Review existing rooms and facilities in order to make more efficient or alternative use of spaces e.g. store rooms and equipment rooms.
• Review services capacity, electric, water, gas, I.T. signal, BT, Drainage, fire and security; including the energy consumption of the temporary Modular Building and the impact on site.
• Provide facilities to enable the school to serve as a resource base for ALN/SEN to provide materials and advice for teachers in mainstream schools, particularly to enable development of offsite bases in local high schools to assist and facilitate in-reach and outreach.
• Ensure the provision of specialist areas is reviewed to ensure that the school can continue to foster links with the Child Development Centre, Rest bite, Health and Social care.
• The school should have complied with Building Bulletin 102 when it was constructed. Undertake a design standards check on the existing building and consider design capacity and submit findings. Compare existing building design against Building Bulletin 104 and consider capacity and submit findings. Consider refurbishment and remodelling works of existing building and any extensions to comply with Building Bulletin 104. Provide details on any noncompliance.
• Identify methods of improving the circulation routes around the school.
• Review any parking and traffic management problems on site and outside the site to the main entrance and on the highway along Nant y Gamar road and side streets during drop off and pick up times.
• Review the provision external facilities including hard and soft play areas, play equipment, habitat areas, garden areas, etc.
• Provide full option appraisals for all possible solutions.
• Fully assess the most cost effective method of addressing the brief.
• Recommend preferred solution.
5 Typical Site Appraisal Tasks:
Below is a list not limited to the tasks required.
• Review current information from the Council
• Establish school briefing requirements – PAN, age range etc.
• Confirm red line plan
• Confirm accuracy of plans and room uses with occupancy numbers for Pupils and Staffing levels.
• Check compliance with Building Bulletin 102 and compare with requirements to comply with Building Bulletin 104.
• Develop site constraints and opportunities plan
• Develop adjacency / cluster diagrams
• Develop site options and identify control option including external layout and massing study
• Review building services strategy
• Develop Phasing Plans
• Liaison with planners (not a formal pre-app)
• Produce indicative cost plan – square metre rate plus abnormals and externals
• Produce outline programme
• Produce risk register
• Compile site appraisal report
• Attendance at stakeholder / client meetings.
6 Optional Services:
Produce design brief – ultimately forms part of the Employer’s Requirements to capture school requirements
