Abstract

Creative Communities – People & Skills Key Fund Project Brymbo & Tanyfron Regeneration Trust seeks to procure a single contract with a specialist adult community learning organisation to help deliver our People & Skills Funded Project – Creative Communities. The People & Skills programme in Wales is part of the UK Governments Shared Prosperity Fund, designed to support adults, families and young people 11+ who are NEET or at risk of becoming NEET, to improve their basic skills, employability skills and who would benefit from well-being related provision. The Creative Communities project will aim to achieve this through a range of learning opportunities targeted at such individuals in Wrexham, particularly in the Urban Villages surrounding Brymbo. Courses are aimed at interventions that will improve these skills through learning in nature and functional everyday skills through a mixture of indoor & outdoor learning opportunities. The project also aims to have a longer-term effect by building in opportunities for volunteering and sustainable activities though the creation of usable green spaces in the community. Planned activities may include a range of interventions such as; Gardening Club, Bike Repair, Play & Stay Sessions, Heritage Crafts, Homework Club, Family Learning Activities over the school holidays and traditional and craft skills sessions. To meet the challenge the specialist adult community learning specialist will need to be able to demonstrate an innovative approach to the design and delivery of activities and have a track record in being able to engage ‘hard to reach’ adults, families and young people in Wrexham.

Total quantity or scope of tender

£176,810 to deliver the following:

- 600 hours delivery with a minimum of 400 participants by 31st March 2026

- 100 adults participating in maths qualifications and courses up to, and including Level 2

- 150 people supported to participate in education

3 Conditions for Participation

3.1

Minimum standards and qualification required

The adult community learning organisation will be required to:

-Design and deliver a programme of learning opportunities, to help improve skills in everyday life targeted at adults and young people aged 11+ requiring support with basic skills, employability skills within the Brymbo area and surrounding villages of Wrexham.

-Have the ability to deliver a of a variety of courses, sessions and events (totalling over 600 hours) aimed at increasing participation in learning programmes, up-skilling people in our target groups with literacy, numeracy, life skills, traditional skills, permaculture, adult social care, employability skills, resilience, mental health & well-being.

-Have a proven track record of delivering programmes centred around heritage and traditional skills.

-Have developed networks amongst schools, the home-schooled network and other potential referral partners able to target to +11 that are NEET or at risk of becoming NEET.

-Target ‘hard to reach’ individuals and families within our communities.

-The ability to work with our other delivery partners such as Outside Lives and Brymbo Heritage Trust to ensure the continuation and expansion of our existing programmes.

-Have a proven track record of delivering programmes of this scale within the North Wales area.

-Have a proven track record of supporting individuals on towards employment or volunteering opportunities.

-Be committed to promoting learning opportunities in the medium of English and Welsh in line with the funders requirements.

-Demonstrate the ability to work within the budgeted amount.

-Have a proven track record of working to strict funding timelines and standards.
