Welsh Blood Service Market Engagement Notice:
The Welsh Blood Service (WBS) is a national organisation dedicated to collecting voluntary, non-remunerated blood donations from the public. These donations are rigorously processed, tested, and distributed to hospitals across Wales to support critical patient care.
The WBS is a division of Velindre University NHS Trust. A Senior Leadership Team supports the Divisional Director of the WBS and the WBS is authorised and licenced by the Medicines and Healthcare products Regulatory Agency, who audit the organisation at defined periods.
The WBS Transport Department operates a large fleet of vehicles as part of the organisation’s activities in the collection, testing and distribution of blood and blood products to its customer hospitals. A proportion of these vehicles are based in North Wales at two separate locations. It is essential that the WBS service have to necessary maintenance contact in place to ensure that all vehicle’s operated and driven by employees are legally compliant with current road transport legislation.

This notice serves as a call for market engagement and to announce an upcoming tender opportunity. The preliminary market engagement will run from 18th June 2025 to 30th June 2025, with interested suppliers invited to participate at a later date (to be confirmed) through the eTender portal.

Following the advertisement of the tender, all supplier submissions received within the timeframe will be thoroughly evaluated by the Trust before awarding the contract.
Suppliers are invited at this stage to engage with NWSSP to provide information that may be useful to this tendering process or to ask any questions they may have. Engagement at this stage is voluntary and non-participation will not disadvantage you in any future tender opportunities.
It is highly encouraged that suppliers respond if they have any queries as this will help to provide valuable insights at this early stage.
