Transport for Wales (TfW) is seeking qualified suppliers to express interest in providing professional Crowd Management/Control and Security Services for major public events and transportation station safety across its Wales and border network. The contract will be divided into two separate lots:

Lot 1: Crowd Management/Control Services

This lot covers the management and coordination of crowd movements and safety at events, including managing entrances/exits, monitoring crowd density, and supporting public order. The Supplier will play a central role in the planning, delivery, and ongoing development of all crowd management responsibilities across the railway network, alongside associated customer service functions. This includes support for major events as well as a wide range of operational activities requiring a crowd management or customer service presence, such as significant engineering works, passenger assistance, lift outages, and any form of network disruption.

Lot 2: Security Services

This lot covers comprehensive security provision including transport station supervision, incident response, and compliance with relevant licensing and legal requirements.

The supplier will be expected to provide a fully integrated security service covering transport station oversight, incident response, and adherence to all relevant licensing and legal obligations. This will span the entire Transport for Wales (TfW) network, including stations, depots, on‑train environments, and major events.

The required services include on‑board security and patrols, station and depot patrols, management of anti‑social behaviour (ASB), emergency response and on‑call support, security checks at key locations, event security and crowd management, as well as specialist functions such as drone operations.

Across both lots, suppliers will be expected to hold recognised security qualifications and demonstrate robust operational and compliance management systems suited to event environments and security needs.

Engagement process description

Contracts cover events and transport hubs across Wales, with regional delivery requirements adapted to reflect local market conditions.

A co-design Meet-the-Buyer event will be held to collaboratively shape the tender scope and requirements with input from suppliers and practitioners, ensuring the contracts reflect practical market capabilities and legal obligations.

Dates for supplier engagements are set for 22nd June 2026, 1300-1700 for (North Wales) Ellice house, Ellis Way Wrexham LL13 7YL and the 29th June 2026 1000-1400 for South Wales ( Floor 3, 3 Llys Cadwyn, Pontypridd, CF37 4TH, Wales).

Suppliers are encouraged to participate in the co-design workshops to fully understand the scope, contribute to the tender design, and ensure their capabilities are reflected.

The model of meet the buyer event promotes active market consultation beyond traditional tender presentations and seeks practical solutions aligned with event delivery needs.

Suppliers with expertise in crowd control or security services for large public events are invited to engage in this meet the buyer opportunity. Through a collaborative co-design approach, we aim to develop a practical and robust contract that reflects market realities and legal requirements, ensuring high-quality service delivery across South and North Wales. We encourage interested parties to participate in the upcoming engagement sessions to contribute their insights and prepare for the procurement process.

*please note: our North Wales venue is restricted by it's capacity, and we recommend only one delegate per business*

**both events in the North and South of Wales will be identically, , managed and designed, so there will be no rationale in any organisation attending both**
