Engagement process description
The Council is looking to establish a framework agreement with organisations it can work with in the future to deliver high-quality housing related support homeless prevention services to those in need. The aim is to make homeless rare, brief and unrepeated.

The framework agreement will have separate Lots that will offer the Council the flexibility to commission housing related support services that are effective at supporting individuals with a range of needs which will include adults over 16 years plus and includes support needs around general homelessness, young people, older people, families with children, mental health, substance misuse, ex-offenders, refugees. This list is not exhaustive and may be overlapping.
These lots are as follows:-
- Lot 1: Services to rough sleepers aimed at achieving “no second night out” and to support rough sleepers to engage to access statutory homeless services. This includes 365 daily assertive outreach, advice, information and assistance and drop-in services. Contracts entered via Lot 1 will be block contracts.
- Lot 2: Rapid Response Assertive Outreach Support to people in Emergency Temp Accommodation e.g. Bed & Breakfast and Hotels. This includes the following service models; Rapid response, assertive outreach support, advice and information, pre-occupation contract preparation support, drop-in service and resettlement support. Contracts entered via Lot 2 will be block contracts.
- Lot 3: Floating Support to people in managed dispersed accommodation. This includes the following service models floating support in temporary dispersed accommodation, pre-occupation contract preparation support (pre-tenancy), drop-in service and telephone out of hours support. This may also include entering a housing management agreement with a number of RSL’s. Partners. Contracts entered via lot 3 will be block contracts.
- Lot 4: Floating Support to people in their own homes. This includes the following service models floating support in people own homes, drop-in support, pre-occupation contract preparation support, advice and information and aftercare support. Contracts entered via lot 4 will be block contracts.
- Lot 5: Private Rented Access Support. This includes the following service models Recruitment of private sector landlords with affordable accommodation. Ensuring compliance and quality property checks. Administering of bond certificates and cash bonds. Promotion of Credit Union saving scheme for replacing bonds. Pre-occupation contract preparation support, Floating support to private rented tenants who access accommodation with service. Support to private landlords. Management of private sector properties. Contracts entered via lot 5 will be block contracts.
Lot 6: Innovation. This lot may contain new and innovative service models or may invite providers to identify innovation to deliver expressed strategic and interim outcomes. Contracts entered via lot 6 may consider a range of options and will not necessarily be block.
The Council would like to invite existing and potential providers of housing related support to take part in our virtual market engagement event. The purpose of this event will be:
• To share information on the aims and objectives of the Framework
• To share information from the annual review of homeless to understand the context for the delivery of services.
• To outline the procurement approach
