The procurement falls outside the scope of application of the Directive
Explanation:
The two CHP units have been operational since 2011 and Centrica Business Solutions are the Original Equipment Manufacturer and the operating system for both units are controlled by their own closed protocol software which monitors remotely their performance and fault diagnosis. This is bespoke software thus Centrica are the only provider that have the necessary expertise and knowledge to undertake the required maintenance and support for this equipment.
