Abstract

Victoria Pier is a grade II listed building located on the promenade of Colwyn Bay. Following the dismantling of the pier in 2018, Conwy County Borough Council set out to appoint Donald Insall Associates as lead consultants to develop the design for the reinstatement of a new truncated pier and adjacent landscaping. Concept design proposals for the truncated pier had been prepared by Edward Nash Partnership and agreed by Welsh Government prior to Donald Insall Associates involvement. Condition 7 of application no. 0/43978, notes that a truncated pier must be constructed within 48 months of the completion of the pier dismantling works. Donald Insall Associates have since developed the design, completed the full technical design and tender package with a targeted completion of the reconstruction works by the end of 2019. This contract targets the refurbishment of the cast iron balustrades, posts and lighting columns. The completed items will be delivered to site during the main contract, which will run concurrently. In order to closely monitor the quality of the cast iron refurbishment process and taking into account the quantity of materials, Conwy County Borough Council, in consultation with Donald Insall Associates, have opted to procure this element separately to the main reconstruction contract. This will also help to ensure that the largest number of foundries possible are able to tender for the contract. Consequently, it is important the tenderer to note that the cast iron must be delivered to the construction site on agreed dates.
