National Standards Cycle Training Provider to Assist CCBC

Caerphilly County Borough Council’s (CCBC) Engineering Division, Road Safety Team are seeking a sole provider of National Standard Cycle Training services to support delivery of the scheme by CCBC for a period of two years with an option to extend for a up to a further period of twenty four months in twelve or twenty four monthly intervals. It is anticipated that the contract will commence 01 April 2020.

The majority of the National Standards Cycle Training within CCBC is outsourced to an external provider, however occasionally it is delivered in-house sometimes with the support of an external provider. This support may include providing instructors on an ad-hoc basis to assist CCBC instructors (e.g. when other CCBC instructors are unavailable and to cover periods of absence etc) and to provide additional courses without the assistance of CCBC instructors.

The National Standard for Cycle Training provides the skills required for making practical journeys by bicycle on today’s roads. The nationally recognised syllabus breaks training down into three levels:

- Level 1: Those completing Level 1 will be able to demonstrate the skills and understanding to be able to make a trip and undertake activities safely in a motor-traffic free environment and as a pre-requisite to an on road trip.

- Level 2: Those completing Level 2 will be able to demonstrate the skills and understanding to be able to make a trip safely to school, work, or for leisure on quiet roads.

- Level 3: Those completing Level 3 will be able to demonstrate the skills and understanding to be able to make a trip safely to school, work, or for leisure on busy roads and using complex junctions and road features.

Total quantity or scope of tender

There are two scenarios in which support will be needed in the delivery of National Standards Cycle Training:

1.The external provider leads on delivering the National Standards Cycle Training – CCBC will not provide any in-house instructors. The external provider will provide all the instructors necessary to deliver the National Standards Cycle Training.

2.CCBC leads on delivering the National Standards Cycle Training – CCBC will provide in-house National Standards Cycle Instructors who will be supported by instructors provided by the external provider.

The following will apply in both of the above scenarios:

1.Support will need to be provided by fully qualified National Standards Instructors (NSIQ).

2.Proof of qualification for every cycle instructor must be provided and proof of bike maintenance training is also required.

3.Proof of current and valid enhanced Disclosure and Barring Service (DBS) certificates (originals) for all instructors undertaking this contract and up to date insurance documents must be provided and maintained throughout the course of the contract.

4.Proof of current and valid Safeguarding training (Tier 2) certificates for all instructors.

5.The provider must follow National Standard guidelines at all times, unless otherwise agreed.

6.The chosen provider will need to have access to a sufficient pool of fully qualified instructors (NSIQ).

7.The Council requires flexibility and therefore the provider should be able to provide an instructor at short notice or to accommodate training being cancelled at short notice e.g. to cover CCBC instructor sickness, due to weather etc. The minimum amount of notice that will need to be accommodated by the provider is 24 hours.

8.If, for any reason, the training is cancelled on the day with no prior notice (48 hours) e.g. due to weather, problems with the school, then the chosen provider will be paid as previously agreed for that day. If the Council provides notice of 48 hours or more of cancellation of a session then the Council will not be required to make payment to the provider.

9.The provider will need to be able to deliver training at sites across the CCBC geographical area.

10.The main focus of training will be Primary School pupils (year 6). There is the possibility of future training (including Level 3) being delivered to Secondary School pupils and adults. The chosen provider will be expected to assist or deliver this training should this be required.

11.The provider will be required to provide evidence of similar training provided elsewhere e.g. with primary school pupils, on behalf of local authorities or other similar situations.

12.Failure to adhere to the contract will lead to termination of the same.

13.CCBC are not able to give an indication of the likely level of work each year (as the amount of training delivered is dependent on available funding) but could be in the region of £10-15k per annum however this is not guaranteed and could be more or less than the above stated amount.

This tender process will be undertaken utilising Caerphilly County Borough Council's Proactis e-tendering system. Therefore, organisations are required to register their interest by registering onto the system using the directions below (to register and access

1. Log in to the Proactis E-Sourcing Portal at https://supplierlive.proactisp2p.com/Account/Login

2. Click the "Register Now" button at the bottom of the window

3. Enter your correct Organisation Name, Details and Primary Contact Details. The system will auto generate the Organisation ID and User Name for you.

4. Please make a note of the Organisation ID and User Name, then click "Register".

5. You will then receive an email from the system asking you to "Click here to activate your account". This takes you to Enter

Organisation Details.

6. Please enter the information requested, click "Next" and follow the instructions ensuring that you enter all applicable details.

7. In the Enter Product Classification screen please ensure that you select the Product Classification Codes (CPV Codes) that

appear in the tender notice.

8. Accept the Terms and Conditions and then click "Next". This takes you in to the Welcome window.

9. In the "Welcome" window please enter your Organisation name, Organisation ID and User Name (User ID). You now need to

create your unique password. Please ensure that you make a note of this along with the other information already recorded.

10. Now click "Done" and you will enter the Supplier Home page.

11. From the Home Page, go to the “Opportunities” area, then search for New Opportunities. Click on the “ID” of the relevant opportunity and then click to register your interest on the relevant button. Click the "Requests from Buyers" command in the Opportunities area. This will take you to the list of current opportunities available to you.

12. Click the Project ID that relates to this notice, this will take you into the Tender Request.

Accordingly, contract performance conditions may relate in particular to social and environmental considerations. The Community Benefits included in this contract are:

Details on how you consider sustainability in your day to day activities, such as but not limited to how you consider and minimise the effects of transportation of equipment and travelling to sessions on the environment, how do you dispose of old parts, bikes and equipment, do you reuse/recycle/refurbish and offer to the community for use etc.

Details of what providers can bring to the training sessions and the community in addition to the requirements set out in the specification / National Standards that would add value to the candidates and the Council.
