Overview of the brief and Experience Required
The Portfolio Management Office (PMO) is seeking external procurement consultant to support the team in progressing a number of procurement activities over the next 6-12 months.
Requirements
The PMO is seeking an experienced procurement professional with public and private sector expertise to join the team over the next 6-12 months to support the team to put in place the required strategies, policies and processes to deliver the Growth Deal.
A key element of the work is to support the delivery of project business cases with a particular focus on social value and community benefits. The Growth Deal projects sit within five programmes – Digital, Land and Property, Low Carbon Energy, Innovation in High Value Manufacturing and Agri-food and Tourism.
The ideal candidate will have proven experience of designing and delivering large scale procurements within one or more of these areas.
The successful candidate should have the ability to start during February 2021.

Anticipated Resource Requirement
3 days per week;
6-12 month period.
Expected Deliverables:
- Development of the draft Procurement Strategy for the North Wales Growth Deal including a clear position on social value and community benefits.
- Review of existing Gwynedd Council procurement processes to determine suitability for North Wales Growth Deal and recommendations on any changes required.
- Identify a suite of TOMs for adoption by the North Wales Growth Deal through engagement with the North Wales Economic Ambition Board (NWEAB) and North Wales Public Service Boards (PSBs).
- Support the PMO to identify and establish ways of working and systems that will measure the social impact of Growth Deal investment (for example use of the Social Value Portal).
- Provide procurement advice to projects and other procurement activity carried out by the team. Guide and coach Programme Managers and the PMO team on how to operationalise the procurement strategy in a way that demonstrates value to local communities and local, inclusive economic growth.
- Development of procurement pipeline and stakeholder engagement strategy for the five Growth Deal programmes.
- Bring procurement best practice and principles into the North Wales Growth Deal and support the PMO team to challenge the Local Government status quo and push the boundaries on existing practice where possible.
- Support the PMO to recruit a permanent full-time procurement officer and work alongside them to build expertise and prepare for operational delivery beyond the 6-12month term of this role.
