The appointed consultants will be required to undertake the following to support the creation of the Digital Strategy:
To undertake an audit of Town Centre Businesses to understand their requirements in relation to digital in order for the Council and key partners to understand future support required.
Engagement with key stakeholders such as the BID, Merthyr Tydfil Leisure Trust and St. Tydfils Shopping Centre to obtain knowledge on their understanding of business need in relation to the digital agenda.
The future aim is for Merthyr Tydfil CBC to create a ‘Digital Grant Scheme’ for delivery in 21/22 therefore to provide detail as to the type of eligible criteria that could be included as part of the grant programme including proposed levels of finance.
Engagement with key stakeholders to understand aspirations for infrastructure across the Town Centre to include the potential for a large screen on Penderyn Square (the Council’s main even space), totems and systems such as LoRaWAN or Intelisense.
Consideration of other digital infrastructure and systems within the Town Centre such as infrastructure within the Merthyr Tydfil Bus Station and Geosense system already live in the Town Centre, to avoid duplication and enhance digital solutions.
To provide recommendations on any infrastructure / digital systems solutions that could be implemented across the Town Centre to include rationale and costs.
To identify, where possible, any opportunities for income generation through marketing / advertising etc.
To engage with relevant Merthyr Tydfil CBC Departments such as Planning, Estates, IT, Regeneration, Highways and Public Protection to ensure any solutions are deliverable.
Role Requirements:
To lead an on an audit of Town Centre businesses understanding local need in relation to the ever-changing digital agenda.
To assess the infrastructure and systems requirements of the Town Centre to enhance ‘digital’ as a key core ambition of the Merthyr Tydfil Town Centre Placemaking Plan.
To work with organisations such as Merthyr Tydfil Leisure Trust, BID and St. Tydfil’s Shopping Centre as well as key Merthyr Tydfil CBC Departments.
To identify opportunities for income generation.
To create a Digital Strategy that the Council can use to deliver digital projects over the coming years.
Frequent engagement with the Strategic Regeneration Manager and Enterprise Manager for Merthyr Tydfil CBC to update on progress and seek guidance on delivery.
