Abstract

Our new strategy commits us to developing great partnerships and encouraging learning which is the key mechanism for continuous improvement in a complex system. We therefore need a new approach to accountability which encourages honesty, learning and a ‘positive error culture’ where it’s ok to talk about mistakes. Our new approach to accountability moves us away OBPM to a focus on creating great partnerships and encouraging learning.  We want to create a safe space where partners are encouraged and supported to give an honest account of their actions and to prioritise collection of insight which is useful to help them learn and improve (rather than to satisfy us as a funder). Providing partners satisfy the relevant Capability requirements, this new approach requires us to start from a position of trust. The relationship management team at Sport Wales is fully committed to this new approach to accountability. Things are at an embryonic stage and while there are promising signs of early progress, there are also multiple challenges; we don’t know exactly what is needed to create the shift in approach that we desire. Consultancy support is sought to test and challenge our ideas and to support improvements in this area. This project will specifically require the following: • Continue to develop the Sports Wales Board and Executive’s assurance of the approach by demonstrating the impact it has against our strategy and key legislation e.g. wellbeing of future generations act. • Grow the team’s confidence in the approach, by mapping their confidence levels and providing tailored interventions. This should lead to staff increasing their confidence which will enable them to implement the shift in approach with our partners from one of traditional accountability to responsible practice. • Explore communities of practice to keep the approach open and evolving.

Total quantity or scope of tender

The contract term will be for a six-month period from a mutually agreed start date.

The supplier is asked to identify how they will approach this work and therefore determine the size of the contract within this six month period.

The Contact will support approximately 10-12 staff

3 Conditions for Participation

3.1

Minimum standards and qualification required

The supplier must possess and be able to demonstrate significant experience of working within this field and must be able to demonstrate how they will be able to progress our approach.

The supplier must also demonstrate an understanding of complexity and must have credibility in applying emerging theoretical frameworks into practical solutions; challenging current ways of thinking and operating, bringing about positive changes in the approach to optimise impact.
