Abstract

Y Bartneriaeth Awyr Agored / Outdoor Partnership (The Partnership), established in 2005 (in North West Wales), is a registered Charity inspiring local people to become involved in outdoor activities through participation, education, volunteering, and employment programmes thus improving health, social and economic well-being. For further information on the charity, please visit: - www.outdoorpartnership.co.uk More recently, the work of TOP has been recognised by the National Lottery Community Fund as an example of good practice who awarded TOP a grant of £2.9m (net), £4.3m (gross) to expand its business model to 3 additional sites based in Cumbria, Ayrshire and Northern Ireland. This project commenced in October 2019 and will run for seven years with the aim of eventually creating up to five new sites outside Wales. In addition to this The Outdoor Partnership has recently received a separate grant through Enabling Natural Resources and Wellbeing (ENRaW) to deliver its programmes across the remainder of Wales through the establishment of 4 further areas. This ENRaW project is funded by the European Rural Development fund through the Wales European Office of Welsh Government. The Outdoor Partnership are now looking for the right partner who can act as the project delivery partner to support them through the ENRaW development process over the next 2 years (from May 2021 up to the end of June 2023). This tender is only for support for the ENRaW programme as The Outdoor Partnership already has support in place for the UK programme funded by the National Lottery Community Fund. ENRaW Programme The ENRaW programme plans to establish four new areas in Wales across the following regions, Gwent, Central South, Mid Wales and West Wales. The Outdoor Partnership has received circa £860,000 of funding to deliver this programme for the next two years until June 2023. The principle of the approach that has been funded is to establish Stakeholder Groups in each area to deliver the programme within each area, with the support of Outdoor Development Officers. The role of the Project Delivery Partner will be to support the core staff in delivering the programme taking overall responsibility for programme management and delivery.

3 Conditions for Participation

3.1

Minimum standards and qualification required

• At least 10 years’ experience in delivering similar leisure projects, particularly for leading and delivering complex projects with multiple stakeholders.

• Significant experience and networks in Wales, with experience of working in the Welsh Environment.

• A detailed understanding and proven track record of working with third sector organisations with particular emphasis of those in the outdoor sector.

• Proven experience of engaging at senior executive level with partners across all sectors included in the provision of outdoor activity.

• Understanding of the Welsh Government’s emerging priorities and how they apply to the project.
