North Wales: Integrated working between Local Authority & Health / CAMHS.

Description of the goods or services required

This ITT seeks to identify an organisation with the capacity to support the Local Authority and Health Board partners in producing a strategy for improved working with the Children and Adolescent Mental Health (CAMHS) service in North Wales to achieve improved therapeutic outcomes for children and young people.

The strategy developed will support Local Authority, Health Board and CAMHS partners in North Wales to develop a response to the recommendations of the Children’s Commissioner for Wales in her report ‘No Wrong Door' that: “Regional Partnership Boards should plan and implement a ‘No Wrong Door’ approach to mental health and well-being”.

The Commissioners are seeking to commission the development of options that would form the blueprint / strategy for a ‘No Wrong Door’ approach in North Wales that:

1) builds on approaches, good practice and learning that already exists within the region;

2) identifies and provides solutions for gaps/ areas that need strengthening within the system;

3) looks at the continuum of support and therapy provision from prevention, early help through to providing safe accommodation for children and young people with especially complex needs (taking account of the recent national report on this;

4) reviews approaches and learning in other areas of the UK;

5) develops a coherent and consistent approach that meets the principals of ‘No Wrong Door’ within a regional framework that is responsive to local demand and need.

Minimum standards and qualification required

To be considered for this opportunity bidders must demonstrate and evidence in their bid that they:

1) Possess an understanding / a history of successfully working within the field in which the review & development project is required;

2) Possess the expertise and experience to undertake a thorough programme of review and identify credible options (solutions) for addressing identified challenges. Having personal experience (or having members of a review team with experience) of working within Childrens Social Care and Children and Adolescent Mental Health Services is considered essential for this project;

3) Possess an in-depth knowledge of the challenges facing the social care and health care sectors in Wales and the challenges faced in delivering effective partnership working between Local Authorities and Health Boards with specific regard to the working relationship between Local Authority and Children & Adolescent Mental Health Services (CAMHS);

4) Possess a proven track record in identifying alternative models of delivering services with a proven track record in developing the strategies required to successfully move services from the current operating model to an alternative operating model that achieves improved partnership working and improved outcomes for children and young people;

5) Possess a proven track record in undertaking consultation with relevant stakeholders. Consultation with children / young people and their families / carers with lived experience of accessing services for those with complex support needs will be an essential element of the work to be undertaken by the successful bidder;

6) Possess the capacity to undertake the work required within the timescales required by the Commissioner.

Under the terms of this contract the successful supplier(s) will be required to deliver Community Benefits in support of the authority’s economic and social objectives. Accordingly, contract performance conditions may relate in particular to social and environmental considerations. The Community Benefits included in this contract are:

A 'Community Benefits' section will be included in the ITT asking bidders to confirm whether they are able to offer mentoring support to community groups in North Wales. This will be a voluntary section and will not be scored.

The buyer considers that this contract is suitable for consortia bidding.
