Abstract

Natural Resources Wales is seeking a business partner to help develop the cycling offer at Coed y Brenin including the rental of a commercial outlet designed to meet the need for a high-quality cycle retail, hire and maintenance enterprise. The partner will assist NRW with the delivery of the Welsh Governments Strategy for Woodlands for Wales. The partner will be expected to offer a: • Commercially viable business which offers value for money • Excellent service standards • Diverse and accessible offering for individuals and families (opportunity to promote involvement of women, children and individuals with disabilities • A sustainable conscious business that promotes local inclusion • Environmentally friendly service and products • Community focused business which will host regular events

26/03/2021 12:45	Response to questions posted on the 22/03/2021 at 09:57 Q1 a) To clarify, a person training day equates to one individual attending a session (approximately 1hrs plus) that will provide that individual with skills such as trails side bike maintenance and repairs, basic off road riding skills, equipment requirements for off road cycling etc. These sessions could be organised as part of larger events or organised for specific groups. b) NRW will expect the successful provider to deliver 200 person days of training per annum as the above definition of a “person training day”. c) Please refer to the answer provided to question “1 a)” for this guidance. d) We hope that the clarification provided above alleviates your concerns. Providing these sessions free of charge will help attract a wider range of people to take up the sport and utilise the site, which is a key priority for NRW and help promote further, accessibly priced training . e) NRW will not offer exclusivity with regards training activities at Coed y Brenin, as other activity and training providers use the facility which we would not wish to restrict. Q2 a) NRW will not sell any product that can reasonably be considered to be in competition with the tenanted business. b) NRW will not restrict cycling activity providers from bringing groups to the site, using bike hired from that provider. However, a mobile provider would not be allowed to set up a stand in the forest park to offer bikes for hire in competition with this tenancy. Q3 Developing and e- bike offer and charging facilities on site is of interest, however NRW cannot commit to do so at this point. This can be discussed further with the successful tenant. Q4 To clarify, NRW has a single mobility scooter on site. What tenderers are required to show is how they will cater for individuals of all abilities which could include the hire of adaptive or e-bikes etc. Q5 The storage container is not part of the lease agreement.
