Abstract

As the independent regulator of qualifications in Wales, we need to be informed and aware of all relevant aspects of public life that are relevant to our work. We are keen to continue to build engagement among elected members and their teams including and beyond the wider CYPE Committee membership. We want to continue to build understanding of our role and how it impacts qualifications and learners in Wales. Qualifications are a high stakes commodity, and stakeholder engagement is an important part of our approach. The public affairs support will provide current information to help inform us and build on our existing relationships as part of our wider corporate engagement strategy.

Total quantity or scope of tender

Monitoring: a weekly brief which can be shared freely internally, supplemented by a daily update and report service.The reports are to include interpretation and context to help us use the intelligence to best effect. Daily notices and reports on business where QW is directly mentioned or where there is a highly relevant debate or committee meeting to supplement the weekly brief. Should a sensitive issue that directly relates to us arise, then we would want to receive notice urgently, rather than wait for a report to be written up.

We may request monitoring of MS social media channels on ad hoc basis.

Perceptions Audit: To help us plan our engagement, we will require an annual independent Stakeholder Perceptions Audit to measure and track changes in our reputation among policy makers and opinion formers.

Support for engaging Members of the Senedd: The support will be to plan and execute opportunities ensuring the best possible chance of a strong turn-out – be that face to face or virtual events

The contract will be for a period of 2 years commencing May 2021 with the option to extend for 2 periods of up to 12 months each.
