Abstract

The Client wishes to commission an evaluation of Out of Work Service (OoWS) in Wales. The OoWS was developed by the Welsh Government’s Department Health and Social Services Group in recognition of evidence that supports the positive role employment can have in aiding in the recovery from substance misuse (including alcohol) and mental ill-health, the role of mutual aid for those in recovery and healthcare, and the potential of employment to reduce poverty. The OoWS is funded by the ESF, the Welsh Government, and the Substance Misuse Area Planning Boards in Wales, and was launched in September 2016 and will run until August 2022. The work will involve undertaking a second evaluation the impact of the OoWS on participants and consider the impact Covid-19 has had on the service, participants and outcomes. The evaluation will involve a mixed methods approach, including quantitative and qualitative data analysis.
