Abstract

The NHS Wales Shared Services Partnership, hosted by Velindre NHS Trust are acting on behalf of Cardiff and Vale University Local Health Board who sought to award a contract for the provision of Carer Friendly and Young Carers in School Service. The Cardiff and Vale Regional Partnership Board (RPB) recognise the contribution unpaid Carers make to society and the value, financial and otherwise, of the work they do in caring/supporting people to remain as independent as possible, for as long as possible in the local community. This is outlined in the Cardiff and Vale Unpaid Carers Charter published in 2023. The Regional Partnership Board wish to commission a service to support community engagement and development of a Carer Friendly region through the support of organisations and schools receiving support, training, guidance and accreditation. There will be two elements to the service as follows; a) Carer Friendly aims to recognise, improve and increase access to information and support for unpaid carers. Trained/accredited services are better equipped to recognise unpaid carers who use their services and to offer support/referral/signposting as appropriate. b) Young Carers in Schools Programme is to provide schools with resources, training and development opportunities to ensure young carers are considered as a vulnerable group in line with the Estyn pre-inspection guidance. The contract is proposed to deliver the following aims overall; 1.Increase community awareness and understanding of unpaid carers 2. Develop and implement training for groups and individuals to become carer aware. 3. To increase identification of unpaid carers through more carer aware and Carer Friendly organisations 4. It will make it easier for unpaid carers to find information about support and services in the region. 5. It will ensure that unpaid carers are supported to undertake their caring role, as well as ensuring that their health and wellbeing is prioritised via access to relevant services. 6. It will support young carers to effectively be supported in school 7. It will support the provision of training and development for front line staff in all sectors, thus ensuring that all staff are carer aware. 8. It will act as a conduit for dissemination of specific information relevant to unpaid carers.
