II.2.4) Description of the procurement
Within the Cardiff and Vale Health Board sits the Clinical Diagnostics and Therapeutics Clinical Board that consists of seven directorates which provide a wide range of diagnostic and therapeutic procedures on a local, national and UK-wide basis. These core services collectively underpin and are the core components of almost every aspect of clinical activity undertaken within the Health Board.
There are four directorates within CD&T that are wanting to procure a quality management software so to standardise their software across the board. This would include Laboratory Medical department, Clinical Haematology Department, Radiology and Medical Physics. By using this software across the board, it will create a standardisation allowing the CD&T board to access their quality management software on one portal.
Whilst there is a route to market via a framework through a Direct Award, the Health Board would be restricted to a 3 year contract. After negotiating with the supplier during the market research, the Health Board was able to commit to a 5 year contract, allowing a further cost avoidance overall.

The procurement falls outside the scope of application of the Directive
Explanation
To ensure regulatory compliance, it is required for Cardiff and Vale's data to be move to a cloud based solution. The Health Board's compliance hinges on having a robust system for capturing all information required to retain regulatory accreditation. Uploading the historic information to a new platform would not be feasible and puts the Health Board as risk.
