Title
Tai Calon Community Housing Re-Roofing works

Description of the goods or services required
Tai Calon is looking to appoint a suitably experienced and qualified Contractor to replace the existing building fabric to 15 blocks of flats within the Blaenau Gwent area. The works are to 15 blocks within the Ebbw Vale area of Blaenau Gwent. Each block comprises of 4 flats of mixed tenure between Tai Calon Tenants and Leaseholders.
Works include roof replacements to non-traditional blocks (main roofs and Mansards to Cornish type units), with removal of all identified Asbestos Containing Materials (ACMs) by a suitably accredited provider.
The requirement is to complete the works within a time period between July 2016 and October 2016. It is Tai Calon’s intention to award the contract by 20th of June 2016. Due consideration should be given to these timescales prior to submitting a bid. The successful Contractor will be required to attend a pre contract meeting before starting work.
Where applicable, the Potential Provider will be expected to undertake all duties of the Principal Contractor in compliance with the requirements of the Construction (Design and Management) Regulations 2015, in so far as they are applicable to the Works.

The contract value is estimated at £300,000 - £400,000.
The works are to 15 blocks within the Ebbw Vale area of Blaenau Gwent. Each block comprises of 4 flats of mixed tenure between Tai Calon Tenants and Leaseholders.

Phase 1 – Property Schedule – 50% weighting
Asbestos removal, l Re-roofing & cladding to 9 mixed tenure blocks. Inclusive of all ancillary works.

Minimum standards and qualification required
The Invitation to Tender (ITT) has been prepared by Tai Calon Community Housing to ensure that all Tenderers are given equal and fair consideration. Tenders should be prepared under the same headings and in the same sequence as set out in the Invitation to Tender.
Tenderers should read all instructions carefully before completing the Tender documentation. In submitting a response you confirm that you have read and understood the contents.
Failure to comply with these requirements for completion and submission of the Tender response may result in the rejection of the Tender.

Under the terms of this contract the successful supplier(s) will be required to deliver Community Benefits in support of the authority’s economic and social objectives. Accordingly, contract performance conditions may relate in particular to social and environmental considerations. The Community Benefits included in this contract are:
As part of the Community Benefits package for this contract, Tai Calon is asking contractors to consider rebating a percentage of the final contract value to Tai Calon to fund community projects in the Blaenau Gwent Area – these projects could be area specific, e.g. Community Clean-Ups, or relate to , such as time banking.
As part of this contract, Tai Calon request that contractors commit to providing one 3 week work placement opportunity for Tai Calon’s FSF Fix it Programme. This is funded through the Job Centre Plus and the successful Contractor will be required to liaise with Tai Calon’s Employment and Enterprise Coach.
