Abstract

The £16.2m Skills for Employers and Employees (SEE) Operations are four demand led skills projects for North Wales building on the success of the Skills for the Workforce and Y Dyfodol ESF projects. Led by Coleg Cambria in partnership with Grŵp Llandrillo Menai (GLLM) and initially with Adult Learning Wales (ALW) for the Specific Objective 1 operations, the operations are supported by the North Wales Economic Ambition Board and listed in the regional compendium of projects. SEE was developed to meet the ESF Operational Programme Objectives to increase the skills levels including work relevant skills of those in the workforce with no formal qualifications or lower level skills and qualifications. They aim to support 7000 employees across the region to develop key skills needed to grow the economy. Provision of vocational training in a range of sectors including; energy & environment, construction, manufacturing, leadership & management and engineering providing a flexible approach to training and development that support employers to upskill their workforce. The purpose of this tender is to effectively evaluate and understand the effects of the funded intervention and identify what works, why some operations and projects work when others do not, and understand how positive change can be brought whilst making recommendations for future programmes and interventions. Operations within the 2014-20 ESF programmes are required to follow an operational logic set out in WEFO (Welsh European Funding Office) guidance and conduct a detailed evaluation to help understand the mechanisms and the impact of an intervention and to improve its design or management. The evaluation will assess the impact of the operation at local, regional and national level whilst assessing the time period, geographical or thematic coverage of the evaluation and the target population. This evaluation will review the processes, intervention logic, indicators and resources to improved management and implementation. It will also assess the impact of the operations to participants, employers, local & regional community and its contribution to the economy.
