Abstract

This is an Invitation to Tender for of Consultancy Services for the Provision of Strategic Business Advice - Energy Services Company to Bridgend County Borough Council (BCBC). An overview of the requirement is as follows: Bridgend County Borough Council (BCBC), has been exploring the creation of a low carbon heat network project to serve the village of Caerau. BCBC now intends to set up a wholly owned Special Purpose Vehicle (SPV) to take the role of the scheme ESCo and requires strategic business advice for its’ creation and operation. BCBC has a small team in place to deliver the project and this role is very much seen as being a member of that team rather than a consultant advising the team. The total budget for this piece of work is £63,000 ex VAT. This work will contribute to progressing the developing local heat network scheme, as outlined in the Tender Documents and Appendices. The proposed heat network is part of the Bridgend Smart Energy Plan, which maps out and identifies the projects and activities that could be delivered by Bridgend to achieve its vision of a decarbonised, digitally connected smart county borough. The proposed heat network is supported by the European Regional Development Fund through the Welsh Government. 3 Conditions for Participation

3.1

Minimum standards and qualification required

The Authority is ideally looking for Providers with experience of delivering the advice and support required to contribute to the creation and operation of an ESCo and delivery of a local heat scheme. The role of the Strategic Advisor will be to focus on the operation and management of the company in order to ensure a lean operating structure and identify additional revenue streams wherever possible.
