The aim is to set up a Framework Agreement to secure the services of an organisation to provide advice on fire safety and fire engineering matters relating to building regulations and Approved Document B generally as well as assisting in the development of proposals to make amendments to the building control system for the construction, refurbishment and management of buildings determined as being in scope of the new system. The Framework Agreement will be awarded to the highest scoring bidder which may be a single organisation or a consortium organisation. Please be advised there is no guarantee of overall value and the value stated in the tender documents are the maximum values that will be spent over the Framework Agreement term.

II.2.4) Description of the procurement
The aim is to set up a Framework Agreement to secure the services of an organisation to provide advice on fire safety and fire engineering
matters relating to building regulations and Approved Document B generally as well as assisting in the development of proposals to make
amendments to the building control system for the construction, refurbishment and management of buildings determined as being in scope
of the new system of building regulations made as a response to Grenfell.
Review of Building Regulations for buildings in scope of the new system
Welsh Government requires specialist advice in relation to fire safety and fire engineering to assist in the response to the recommendations of the expert group ‘road map’ and the development of a new regulatory and system of control for certain buildings. Whilst individual call off contracts will detail required work the following are currently considered issues that the contractor may be asked to advise on (but the list is not to be considered as in any way being exhaustive):
- Buildings in scope
- Carry out research into and provide expert advice on the risk presented by different buildings, including factors of Building use; Occupancy type; Internal layout; Fire safety measures; Building management; External Access; Building height.
- Approval process
- Based on different risk factors associated with different buildings identify minimum levels of information necessary to accompany stages of the approval process (e.g.Fire Safety Case)
- Identify feedback and mandatory actions by the BCB and FRS at different stages of the buildings under construction
- Identify key points in the development for BCB site inspections.
- Development of key fire safety information prior to the completion of building work
- Golden thread
- There may be some involvement in developing the creation, maintenance and handover of key information by duty holders to ensure the golden thread of information is realised.
- Supporting role
Advice to Welsh Government on part B
Welsh Government is looking for advice on fire safety matters relevant to Part B of the Building Regulations. This work may be a result of the work above on the new system, or in response to other factors that suggest changes are required to the functional requirements and guidance. The work could relate to providing:
- research, advice and guidance on technical matters
- research advice and guidance on matters of providing clarity in the documents
- research advice and guidance on the effect of the change of policy on stakeholders
