Abstract

Social Care Wales was established in April 2017, bringing together social care workforce regulation, workforce development and service improvement in one organisation. We provide national leadership and expertise in social care and early years. We lead on regulating and developing the social care workforce, service improvement and supporting the use of data and research to improve care. Our strategic priorities1 include: -supporting people who work in social care in Wales to use research, data and evidence to develop practice, service design and policy-making -supporting social care services to embed and deliver strengths-based approaches to care and support More information on the work of the organisation over the next 5 years can be found on our website: https://socialcare.wales/about-us/our-outcomes Our work on developing our 5 year plan is based on the Theory of change (logic model); Contribution Analysis; Organisational effectiveness reviews and deep-dive evaluations on specific issues. So while we have outcomes and measuring our impact assessment processes in place at a business level, we have identified some gaps in how we measure and understand our improvement and development activity. Aims and objectives The aims of part 1 of this project are to: develop a prospective impact assessment and evaluation plan for three Social Care Wales projects: establishing our online and face-to-face communities to support the use of evidence the National social care data portal2 the implementation of the Wellbeing Framework These three areas have been identified as they cover different aspects of our improvement and development activity: those focused on engagement and enabling groups; one focussed on a product/system; and the third a framework to support improvement in local services. Build the capacity of Social Care Wales improvement and development staff to build in prospective impact assessment into our routine project planning and implementation. The purpose of part 2 of this project is to enable us to access additional resources if and when we have a need for further stakeholder management, capacity building, or evaluation design and implementation.
