Abstract

Since the first Covid-19 lockdown Sport Wales has been periodically monitoring the participation trends of the Welsh Public, examining initially how various levels of Covid guidance impacted on the confidence and ability of the Welsh public to be physically active. Over time this tracking survey has developed into a quarterly approach which not only evaluated activity levels but also tested thematic trends, including issues around sport settings, volunteering and the impact of the cost-of-living crisis. Having seen the benefits of a regular temperature check of public trends and opinions to inform the work of Sport Wales and its wider partner network the organisation is seeking to appoint a provider to deliver this survey approach over a long-term period.

Total quantity or scope of tender

The Contract has an anticipated value of no more than £65,000, with the pro-rata award being made should the break clause be implemented after the initial 2-year period covering 8 quarterly cycles. Payments will be made upon delivery of each survey cycle.

3 Conditions for Participation

3.1

Minimum standards and qualification required

The contract will require a provider to deliver a quarterly survey for the period of three years, with a break clause after 24 months.

The survey will be required to sample a minimum of 1,000 individuals within each quarterly survey and provide statistically robust and representative demographic breakdown by gender, age and deprivation within this sample size. Sport Wales would also be eager to explore the potential of further demographic breakdown by confidence level across disability and race, with the flexibility to adapt sample requirements within the 1,000 individual minimum as part of ongoing contract delivery.

Each survey will have a core set of physical activity questions tracking frequency of participation as an overall measure, and by demographic breakdowns of gender, age and deprivation. In addition to this there will be thematic questions developed across each iteration to reflect emerging trends and challenges.

There is no set number of questions provided for the survey within the tender as it is understood the nature of each question will determine the complexity and time of delivery. However, it is expected that the successful tender will work with the Sport Wales insight team to develop the first iteration of standard questions, which will then act as a template for evolution across each wave of delivery.

Delivery of the survey is anticipated to be via telephone or online methodology.

The results should be delivered in two stages. Firstly, the data should be provided in tables both for each single iteration of the survey and as a tracking format showing the data tables of previous waves. Secondly, a headline level report analysing the result would be required to deliver an interpretation of the raw data tables.

The provider must allocate a dedicated account manager. Scheduled communications will be part of the contract with collaborative meetings planned in the lead up to each quarterly survey between Sport Wales and the Provider, discussing progress, ongoing improvements, and issues.

The Provider will be expected respond to any queries or issues within a 48-hour period (excluding weekends).
