Justification:

The Aneurin Bevan University Health Board has undertaken a commercial agreement to provide outcomes reporting as a core part of its business following an aborted procurement exercise in August 2016 the Authority is now seeking to award a similar contract for award in January 2017.

The functionality to be utilised for this contract shall be made available to the national system being developed by NHS Wales Informatics Service (NWIS) as hosted by Velindre NHS Trust for the capture of PROMs PREMs and clinical outcomes. Only with the expressed consent of the Authority shall this functionality be made available. The national solution being developed by NHS Wales Informatics Service shall be for the benefit of all Health Boards and Trusts across NHS Wales, these being:-

- Betsi Cadwaladr University Health Board

- Cardiff & Vale University Health Board

- Cwm Taf University Health Board

- Hywel Dda University Health Board

- Powys Teaching Health Board

- Welsh Ambulance Service NHS Trust

- Public Health Wales NHS Trust

Under no circumstances shall this agreement be utilised as a vehicle for any of the above organisations to contract directly with the successful bidder for any services, functionality or systems covered within the scope of the agreement.
