IV.1) Description
IV.1.1) Type of procedure
Award of a contract without prior publication of a call for competition
Justification for selected award procedure:
The procurement falls outside the scope of application of the Directive
Explanation:
The contracting authority wishes to place a contract using the negotiated procedure without prior publication in accordance with the Public Contract Directive 2014/24/EU and Regulation 32(9) of the Public Contract Regulations 2015. This is because the Health Board has an
ongoing commitment and statutory duty to provide a health service (including dermatology services)to its residents. Dermatology Services in this area are particularly fragile with no in house service available and there is a need therefore to ensure continuity of care and on-going access to these services. Failure to provide such services could result in patient harm and/or delayed care. Patient proximity is also a key issue in the delivery of these services.
