Abstract

NRW is seeking business/es to add to the visitor experience at Newborough Forest situated South-West of Anglesey offering high quality commercial opportunity for rental of: LOT 1 Commercial pitch for mobile facility to sell hot / cold refreshments and snacks. LOT 2 Commercial pitch for mobile facility to sell ice creams and cold drinks. Bids are invited for one or both lots. This will assist Natural Resources Wales in the delivery of the Welsh Governments’ objectives in terms of our strategic goals which include: • access to woodlands • the use of forests for tourism • health and wellbeing • employment and education • the environment • renewable energy • active community participation • rural and economic development • increasing customer facilities It is expected that the successful bidder will help deliver and develop on these objectives a high quality commercial outlet. What is currently available at Newborough • Visitor numbers in excess of 400,000 per year • Parking for 480 cars • Newborough Warren & Ynys Llanddwyn National Nature Reserve • Walking trails extending to c33km • Bike trail extending to c18km • 11km running trails • 23km riding routes • Organised events • Picnic sites & barbeque area • Toilet block at the car park • Red squirrel forest

LOT 2 Commercial pitch for mobile facility to sell ice creams and cold drinks.

Bids are invited for one or both lots.

MENU / OFFERING

Are chips allowed on site?
- We are not directing anyone to any specific menu and encourage as broad a range as possible. We indicated on site that chips would be allowed, but only as part of a wider offer. But on taking further instructions we confirm NO CHIPS ARE TO BE INCLUDED AS PART OF THE FOOD ON OFFER ON THE SITE.

Is price the biggest factor in respect of ice cream offering?
- Price is not the biggest factor. Greater weighting is given in terms of quality, locally produced and procured, and offering available.
BUSINESS AREA / UNITS

Is there preferential treatment for someone taking both lots?
- Both lots will be considered separately.

Variety of questions asked regarding size and number of units.
- It is not limited to 1 unit per lot so as not to reduce the scope of what’s on offer. Additionally, should a successful bidder be awarded both lots, they have the option to have 1 unit for both lots.
- It is noted that the access to the site is single lane in places and any bidders need to make themselves familiar with the site including access route.
- It must be noted that units must be mobile and removed off site each day.
WORKING HOURS
Refreshment Unit - minimum business hours:
- 7 days a week from 1st April to 30th September from 11am to 4pm.
- Weekend service in the short season from 1st October to 31st March.
- All school and public holiday periods.
- When activities and events are planned, to help develop a shoulder season market.
- Christmas day and Boxing day optional.

Ice Cream Unit - minimum business hours:
- 7 days a week from 1st April to 30th September from 11am to 4pm.
- Successful bidder will have the option of attending site outside of these dates.

The business hours below are the minimum requirements, and successful bidders will have the option of extending hours as required but will be limited to daylight hours.

FACILITIES

Is there water on site?
- Yes, there is a standby pipe available to be shared between both lots. It should be noted that in extremely busy periods the pressure can be low, and it may be advisable for licence holders to bring their own supply of water as necessary.

Cooking Methods / Apparatus?
- Gas, electric and wood fired units are all acceptable subject to operator providing comprehensive risk assessments, insurance and utilising them appropriately.

Shelter in winter?
- Any reasonable request to improve customer satisfaction and experience, but also to provide shelter for both customers and operators will be considered as long as they are not permanent features. Such request to be discussed and approved by NRW staff.
ADVERTISING

Can operators advertise unit/business on operator’s own social media?
- Yes.

Can operators have advertising boards?
- Yes, boards are permitted on site to as per point 6. BRANDING in section 5.1 of the Invitation To Quote document:

Branding design and on-site application would be the responsibility of the successful bidder to develop. However, it is to be sympathetic with the look and feel of the NRW and its on-site branding.

Any production or distribution of advertising materials or signage related to the premises must be bilingual (Welsh/English) and agreed with the NRW in advance.

Can operators have advertising banners on the access route?
- This will not be permitted.

Can operators organise own events/activities i.e. guided walks to boost business?
- All events to promote wider use and wellbeing objectives, especially in the shoulder season, is encouraged but subject to request being processed through NRW’s permission system.
SCORING

Who is on scoring panel?
- There will be a minimum of 4 scorers, all of whom are familiar with this site and are involved in the management of the woodland.

Can NRW provide guidance on fee payable?
- We cannot provide guidance as to the level of fee to be payable, and neither can we disclose the current fee payable as this is commercial in confidence.

Q&A LOT issues
Q. As the current system only allows as to enter figures for 1 Lot, how do we overcome this issue should we want to bid for both Lots?

A. We advise potential bidders to submit 2 separate bids clearly stating which Lot they are bidding for, including all the information requested in the Invitation To Quote document.
