Description of the goods or services required
Building on Phase A of the Medical Radioisotope and Research Reactor (MRRR) Project – Verification supply and demand of medical radioisotopes, the Welsh Government Office for Science (WGOS) wishes to procure the services of a consultancy with specific knowledge in:
• Nuclear reactor design, build and operation.
• Technologies capable of supplying medical radioisotopes.
• The medical radioisotope lifecycle from production and purification through to supply and administration.
The role of this consultant will be to undertake Phase B of the MRRR Project - The MRRR Optioneering Study The study will undertake an overview of all options capable of providing a secure supply of medical radioisotopes to the UK. Works will likely include but not be limited to the following:
• A review of existing and new technologies that may be able to supply medical radioisotopes and assessment of whether they are credible.
• An investigation of all other uses for the technologies assessed (for example research applications, material transmutation etc.).
• Identification of the demand for neutron source applications, e.g. for targeted neutron research, therapies and industrial uses (i.e. as a source of neutrons for other research, innovation, manufacture).
• Review of the nuclear materials research opportunities, afforded by a MRRR, which would apply to power reactors (e.g. fuel research, fuel containment material R&D, etc.).
• An analysis of the reactor types currently producing medical radioisotopes (for example open pool and pressurised water, high / low flux etc.) an overview of their construction cost, running costs and their output of medical radioisotopes.
• Identification of the funding opportunities associated with the potential development of a MRRR.
From these works, the consultancy will provide an Optioneering report summarising the results and identifying a preferred option to be taken forward to Phase C – A detailed investigation and feasibility assessment of the preferred option.
The duration of this project is expected to be 3 – 5 months with a budget range of between £80,000 and £95,000.
