Contract for Preparation of a South West Wales Regional Economic Delivery Plan

Description of the goods or services required

This commission is to prepare a Regional Economic Delivery Plan for South West Wales, that will be an extension of the new Regional Economic Framework that is being co-produced by Welsh Government. The Regional Economic Delivery Plan will guide economic regeneration activities in the region over the next 15 years, and set out a detailed strategic framework (building on the REF vision and priorities) and short, medium and long term actions to achieve the vision and objectives. It is expected that the Regional Economic Delivery Plan will encompass the following areas: enterprise and innovation; business support; inward investment; skills and employability; infrastructure; and the digital agenda.

Consultants will be expected to develop a good understanding of the regional economy, rural and urban areas, and the strengths, weaknesses, opportunities and threats being faced. They will need to draw upon this information when undertaking all stages of this commission, to ensure that the Regional Economic Delivery Plan is tailored to the unique needs and characteristics of all parts of South West Wales.

Economic operators interested in submitting a tender can download the tender documents from the eTenderWales portal (http://etenderwales.bravosolution.co.uk) you will need to register with eTenderWales if you are not already registered. Please see below instructions on how to register.

1. Register your company on the eTenderWales portal (this is only required once):

— Navigate to the portal: http://etenderwales.bravosolution.co.uk

— Click the “Suppliers register here” link.

— Enter your correct business and user details.

— Note the username you chose and click “Save” when complete.

— You will shortly receive an e-mail with your unique password (please keep this secure).

— Agree to the terms and conditions and click “continue”.

2. Express an interest in the project:

— Login to the portal with your username/password.

— Click the “ITTs Open to All Suppliers” link (these are the ITTs open to any registered supplier).

— Click on the relevant ITT to access the content.

— Click the “Express Interest” button in the “Actions” box on the left-hand side of the page.

— This will move the ITT into your “My ITTs” page (this is a secure area reserved for your projects only).

— Click on the ITT code. You can now access any attachments by clicking the “Settings and Buyer Attachments” in the “Actions” box.

3. Responding to the invitation to tender:

— You can now choose to “Reply” or “Reject” (please give a reason if rejecting).

— You can now use the “Messages” function to communicate with the buyer and seek any clarification.

— Note the deadline for completion, then follow the onscreen instructions to complete the ITT.

— There may be a mixture of online and offline actions for you to perform (there is detailed online help available).
