Abstract

With respect to its emerging 2nd Replacement Local Development Plan, the Council seeks to appoint a suitably qualified consultant to undertake a retail capacity study in order to inform the evidence base. It is envisaged that demonstrable understanding and experience will be required in the areas of: retail planning policy, particularly in a Welsh context; quantitative and qualitative need assessment; and the implications for town centres of current and forecast retail trends, as well as other, related town centre uses. The study should incorporate the following elements: - A ‘health check’ of the County Borough’s town and retail centres, based on robust evidence (including data relating to the hierarchy of centres in a UK/South East Wales context); - A quantitative retail need assessment covering the plan period (2020-2035); - An assessment or judgement of qualitative need for new retail floorspace; - Assessments of the potential for other town centre uses (e.g. commercial leisure, A3 uses, public services) within the context of Future Wales’ ‘town centre first’ policy; - Implications for the County Borough’s town centres in terms of floorspace projections, the hierarchy of centres and town centre boundaries.

Description of the goods or services required

With respect to its emerging 2nd Replacement Local Development Plan, the Council seeks to appoint a suitably qualified consultant to undertake a retail capacity study in order to inform the evidence base. Total quantity or scope of tender

The general scope and requirements of the study are as set out below:

- Undertake an analysis of key trends with regard to retailing and town centre activity, in order to provide context;

- Consider the up-to-date position in respect of relevant retail and town centre planning policy, particularly with reference to Future Wales, Planning Policy Wales and TAN 4;

- Provide an overview of the County Borough’s town and retail centres in terms of relevant indicators and accompanying data sources, within the context of a UK and South East Wales hierarchy of centres;

- A quantitative retail need assessment for convenience and comparison goods relating to the period of the 2nd Replacement LDP (2020-2035), utilising those data sources as envisaged by TAN 4 (para. 2.1.6 above);

- An assessment or judgement of qualitative need for new retail floorspace, taking account of relevant factors additional to theoretical (quantitative) capacity;

- Assessments of the potential for other town centre uses (e.g. commercial leisure, A3 uses, public services) within the context of Future Wales’ ‘town centre first’ policy;

- Implications for the County Borough’s town centres in terms of floorspace projections, the hierarchy of centres and town centre boundaries;

- Policy recommendations in respect of the sequential approach to retail as contained in PPW, and additional town centre uses as advanced by Future Wales.

Under the terms of this contract the successful supplier(s) will be required to deliver Community Benefits in support of the authority’s economic and social objectives. Accordingly, contract performance conditions may relate in particular to social and environmental considerations. The Community Benefits included in this contract are:

Bidders will be required to submit a statement confirming how they will support the Council in achieving their objectives with regards to the Wellbeing of Future Generations (Wales) Act 2015. This could include social value benefits such as local supply chains, community initiatives etc.
