Tender for a Contractor to Undertake Legionella Remedial Works at PCC Sites

Description of the goods or services required

Powys County Council is looking to appoint a suitably qualified and experienced contractor to undertake Legionella Remedial Works at its corporate buildings. There are a total of over 100 sites that include corporate offices, libraries, day centres and schools, among others.

Powys County Council would be looking for the successfully appointed contractor to start works as soon as possible. The contractor will need to liaise with the sites to arrange convenient times to undertake works, which may in certain cases necessitate works being undertaken outside normal working hours.

Please note that time is of the essence and works must be complete by no later than 31/03/2023.

3 Conditions for Participation

Minimum standards and qualification required

Tenderers who do not meet all Minimum Requirements will be rejected, and their bids will not be evaluated.

It is a Minimum Requirement of the Council that Tenderers are:

Constructionline Level 2 Silver registered, with work categories relevant to the subject matter of the Contract.

Registration with an Safety Schemes in Procurement (SSIP) accredited scheme.

Membership of the Legionella Control Association.

All operatives to have received Asbestos Awareness training.

Demonstrable experience of delivering contract(s) of a similar nature.

Provide copies of full audited accounts, including profit and loss accounts and balance sheet, for the most recently completed financial year. The accounts will be analysed in accordance with instruction provided within the tender documentation.

Due to the current Covid-19/Coronavirus global pandemic Bidders are asked to provide their latest set of management accounts for the period of the pandemic in the UK (March 2020 to present).

Insurance requirements, note that you must have or agree to put in place by contract start, insurances to the following levels:

- Public Liability Insurance - £5,000,000;

- Employer’s Liability Insurance - £5,000,000; and

Acceptance of Appendix C – JCT Minor Works 2016 – Schedule of Amendments with Contract Particulars

Bidders should not that time is of the essence and that works must be completed by no later than 31/03/2023.
