2) Programme Context and Background
Within ‘Sustainable Social Services for Wales: A Framework for Action’ (SSSFFA) published by the Welsh Government in February 2011, the direction and commitment to effective and efficient improvement of services for the citizen is clearly set out. Within the first iteration of the Local Government Implementation Plan for SSSFFA (March 2012) high quality, targeted training for the workforce - A Strong and Professional Delivery Team – is a commitment. SSIA continues to be the Lead Agency in this and will work closely with the National Programme Management Committee in the delivery.
The Association of Directors of Social Services Cymru (ADSSCymru), Social Service Training Managers and the Care Council for Wales (CCW) are the key stakeholders in this true collaborative approach to achieving an all Wales product of the highest standard and which sees improved coordination of the development and delivery of national training programmes for social services.
SSIA developed the design and content for a new Strategic Management Programme (SMP). This programme, in the first instance, is aimed at Directors of Social Services in Wales, who have been in post for less than 2 years.
The National Programme Management Committee (NPMC) will award the tender for the SMP and will oversee and evaluate its delivery.
Effective and meaningful consultation from the outset with all key stakeholders was seen as being vital to ensure short and longer term engagement and commitment to the delivery of this programme. SSIA has already undertaken the initial research and design work, and this invitation is to deliver a programme on the requirements of this research, to the appropriate level, to strategic leaders throughout Wales.

To achieve successful delivery on this programme suppliers will need to demonstrate that they can deliver support to meet the current requirements and accountabilities of the Statutory Director of Social Services in Wales as below:-

• advice to Head of Paid Service and Councillors on strategic direction and social services responsibilities
• strong performance management and improvement arrangements and reporting
• sound child and adult safeguarding arrangements and reporting
• workforce planning and professional development
• partnership working within and outside the local authority
• governance, strategic direction and operational management

3 Conditions for Participation

Minimum standards and qualification required
Submitting proposals:-
• The work will be conducted in accordance with the WLGA “Terms and Conditions for Supply of Consultancy Services”, a copy of which is attached/included with the invitation to tender.
• Proposals should address the above requirements and include information on relevant skills, expertise and client references. They will include a detailed breakdown of costs for each of the elements outlined above.
The WLGA reserves the right to appoint on the basis of the best overall bid scores with the intent of achieving the best value for money solution.
