Abstract

In order to encourage significant, long term behaviour change amongst the 60 plus age group, we want to advocate for the development of a national long-term funded scheme to expand the range of opportunities available to the 60 plus population to engage them in physical activity. This time bound 60 Plus Offer will help us learn about what this national, long-term funded scheme needs to involve. The 60 plus Offer: Active Leisure Scheme will be part of the Healthy Weights Healthy Wales strategy (HWHW) Delivery Plan for 2020-22. Contributing to National Priority Area 6 - Tackling barriers to making healthy choices and reducing health inequalities. Sport Wales wishes to commission an evaluation of the 60 Plus Offer: Active Leisure Scheme. This document invites bidders to submit proposals to undertake an evaluation of the progress made by the scheme, during its delivery period January 2021 to March 2022. The evaluation should establish and determine what if any contribution is being made towards the scheme’s long term outcome: To enable the 60 plus population in Wales to live longer, better and happier lives by improving their physical activity levels, confidence, strength and balance and the supporting success measures.

3 Conditions for Participation

3.1

Minimum standards and qualification required

Bidders hould be able to demonstrate through prior experience signifcant expertise in the area of monitoring and evaluation techniques and conducting independent evaluation.

The awarded contractor will be expected to assist stakeholders in developing robust methodologies to collect appropriate data; collate, verify and analyse data; deliver real-time lessons and shared learning; and provide engaging evaluation reports to Sport Wales at three key stages throughout the scheme’s delivery which contrain actionable insights and recommendations.
