Cost/Benefit Evaluation for Autism Code of Practice

Aims and Objectives:

The aim of this analysis is to carry out a proportionate assessment of the likely impact of the Code of Practice on the delivery of autism services by local health bodies and local authorities, compared to either not implementing the code (Business as usual) or introducing legislation.

The specific objectives of this analysis are:

• To examine the three options for securing the policy objectives for autism service in terms of potential costs and benefits, these include:

• Business as usual;

• Introduction of a statutory Code of Practice on the Delivery of Autism Services;

• Introduction of primary legislation on autism.

For each option, the potential costs and benefits need to be set out clearly. This will form the body of the Regulatory Impact Assessment that will be produced to sit alongside the Code of Practice and shows that consideration has been given to the different options, including the costs and benefits of each. In considering the options, account must be taken of the likely impact in relation to equity or fairness for particular groups, for instance race, age, gender, sexual orientation, marriage and civil partnership, pregnancy and maternity, disability, religion and belief, gender reassignment. This may include reference to progress-plus characteristics.

When considering the scope of the impacts of the three options, you should include, but not necessarily be limited to, the following:

• What will be the effect on economic well-being in Wales? For example - there is a challenge for government to consider full costs of unmet need and the reliance on more expensive support services compared with the costs of early intervention which could potentially lead to significant savings.

• What will be the effect on social well-being? For example – the delivery of a code of practice includes steps to deliver the right support for autistic people which will make considerable savings and lead to much better outcomes for autistic people.

• To assess whether the costs and/or benefits of compliance with the identified options are direct or indirect (or both).

Final output

To produce a report that provides a detailed explanation of how the costs and benefits have been estimated and on what assumptions they are based.

The report should clearly set out when the costs and benefits are expected to be incurred/accrue and on whom they are likely to fall. It may be appropriate to give a range of costs, depending on any uncertainties. It may also be appropriate to undertake sensitivity analysis to test the impact of changing key assumptions.
