NHS Wales Shared Services Partnership-Procurement Services (hosted by Velindre University NHS Trust) on behalf of Cardiff and Vale University Health Board are looking to procurement a somatic NGS testing platform with a single workflow for both DNA and RNA library preparation. It must be a targeted panel of at least 500 genes for the DNA component and 50 genes for the RNA component which are of clinical relevance to comprehensive cancer genomic profiling (including both current and future clinically actionable genes and those associated with clinical trials).

II.2.4) Description of the procurement
The All Wales Medical Genomics Laboratory (AWMGL) recently received an uplift in funding to enable the delivery of equitable testing for patients in Wales to patients in England who are eligible for tests detailed in the Genomics England National Genomics Test Directory for Cancer, thus, supporting AWMGL to work with Welsh clinicians to align services to the Test Directory. To enable successful alignment it is essential that the laboratory expands their services that are offered to those that are indicated as essential services in the Genomics England National Genomics Test Directory for Cancer 2020/2021 (https://www.england.nhs.uk/publication/national-genomic-test-directories/).
To meet the service needs, AWMGL are looking to purchase a new DNA and RNA based single targeted somatic testing panel of at least 500 genes of clinical relevance to comprehensive cancer genomic profiling (including both current and future clinically actionable genes and those associated with clinical trials).

NHS Wales Shared Services Partnership on behalf of Cardiff and Vale University Local Health Board will allow a minimum 10 calendar day standstill period between notifying the award decision and awarding the contract.
Unsuccessful tenderers and applicants are entitled to receive reasons for the decision, including the characteristics and relative advantages of the winning bid and the reasons why the tenderer/applicant was unsuccessful. Should additional information be required it should be requested of the addressee in section I.1. Aggrieved parties who have been harmed or are at risk of harm by breach of the procurement rules have the right to take action in the High Court (England and Wales). Any such action is subject to strict time limits in accordance with the Public Contracts (Amendments) Regulations 2015.
