Abstract

The University of South Wales seeks a partner organisation to implement a solution with the primary purpose of managing patient appointments, diagnosis and treatment in the Welsh Institute of Chiropractic (WIOC). The service should also be able to handle the workflow from patient enquiry through patient appointments, diagnosis and treatments administered by student clinicians. The solution will be able to record details of all clinician and administration interactions with the patients. Assessment of the student’s performance should also be entered into and authorised in the system. It will be a replacement for the current system which is no longer supported by the supplier. The requirements document sets out what we require of a partner in achieving our vision for this future service.

Description of the goods or services required

The University of South Wales seeks a partner organisation to implement a solution with the primary purpose of managing patient appointments, diagnosis and treatment in the Welsh Institute of Chiropractic (WIOC). The service should also be able to handle the workflow from patient enquiry through patient appointments, diagnosis and treatments administered by student clinicians. The solution will be able to record details of all clinician and administration interactions with the patients. Assessment of the student’s performance should also be entered into and authorised in the system. It will be a replacement for the current system which is no longer supported by the supplier. Total quantity or scope of tender

The University seeks a partner organisation to implement a system primarily to manage patient appointments and courses of treatment in the Chiropractic unit. The system will handle all aspects of booking, recording the patient details, patient diagnosis and the courses of treatment undertaken by the student clinicians. The system should also allow the assessment of the students’ performance by registered clinical supervisors to be recorded.

The intention of this procurement exercise is to identify a partner who best can provide a complete solution to all our requirements and enter into at 5-year agreement to work with us. This would take the form of an initial 3 year agreement with options to extend in years 4 and 5 subject to agreement by both parties. However, if as a consequence of the tender process, we identify an alternative blend of solutions that we believe is more appropriate for us; the University reserves the right to select a partner who can best meet most of the requirements and then tailor their solution or if necessary select multiple partners, to deliver the ideal solution.

Your tender submission must be uploaded to the Sell2Wales portal Postbox.

Your submission must be received by the closing time and date of midday, Wednesday 11th November 2020.

You should allow adequate time for the loading of your documents so as to ensure receipt as the Postbox will electronically close at

the deadline time and no further submissions will be accepted.

Award Criteria

The Contract will be awarded to the most economically advantageous tender applying the evaluation criteria attached as an additional document to this notice.

Under the terms of this contract the successful supplier(s) will be required to deliver Community Benefits in support of the authority’s economic and social objectives. Accordingly, contract performance conditions may relate in particular to social and environmental considerations. The Community Benefits included in this contract are:

The University will be looking at ways that even more value may be obtained and would like to seek community benefits from this tender. Examples of the kind of benefits/opportunities that we would like to see are, for example, e.g. lectures, guest speaker slots, scholarships or perhaps student placements or internships.

When submitting your tender you will need to submit a plan in a separate document of how you would anticipate delivering any benefits through this contract. The community benefits will not be scored or evaluated but will be included as a condition of contract with the successful supplier.
