II.2.4) Description of the procurement
Neath Port Talbot Council is currently looking to invite tender submissions for the provision of their short break services for children and young people with disabilities which we anticipate to be published around January 2021 for a July 2021 contract start. We can confirm that the tendered services will comprise of two tenders for the following services:
1 Family Link Service which serves to provide overnight stays in a Family Link carer’s home for children with disabilities, providing them with a range of new positive experiences away from home and to support them to achieve improved outcomes.
2 Positive Play Service which serves to provide a range of social and leisure activities for children with disabilities, providing them with fun and new positive experiences away from home and to support them to achieve improved outcomes.
The services collectively serve in part to meet the Council’s response to the Social Services and Well-being (Wales) Act 2014.
It is currently felt that both contracts will be awarded for periods of 3 years with the option to extend by a period or periods of a further thirty six (36) months, where they will be tendered on the basis of M.E.A.T (Most Economically Advantageous Tender) - TUPE may apply for both of these tenders.
A market engagement event has been arranged for the following dates:
Family Link Service – 25th of November, 2020.
Positive Play Service – 26th of November 2020.
Providers who may be interested in delivering the above services are invited to meet and discuss the services with Council officers; prospective tenderers may elect to attend either one or both days.
The events are an opportunity for the Council to seek views on the relative strengths and weaknesses of each of the service models and to explore ways to improve service delivery which may help to inform their respective service specifications.
There will also be an opportunity for the provider to ask the Council any questions it may have around the tenders. The format of the events will consist of the Council offering 1 hour slots with each provider on each day; slots will be allocated on a first come first served basis.
Please note due to current social distancing guidance, this meeting will be held virtually via Microsoft Teams. A meeting invite will be sent to all Providers expressing an interest.
