Abstract

A Clerk of Works is required to oversee, coordinate and ASSIST in the delivery of ecological enhancements (primarily riparian tree planting) within the Dyfi catchment, as part of the Welsh Government/ERDF(ENRaW) funded Dyfi Catchment Natural Restoration Project (Apr 2021 - Mar 2023). This work will involve: 1. Undertaking landowner liaison and negotiation to agree planting plans. 2. Ordering, storing/arranging delivery of trees to be planted and other materials as required. 3. Recruiting and overseeing suitable local contractors to undertake tree planting and fencing; leading and using volunteers to assist in the work where appropriate. 4. Recruiting and managing volunteers, keeping accurate records of individuals, days and times. 5. Arranging training of volunteers and arranging the awarding of Assessment and Qualifications Alliance (AQA) certificates to eligible volunteers. 6. Obtaining all necessary consents from statutory bodies (such as NRW and local authorities) to undertake the work. 7. Delivering site works as appropriate and where required to ensure project targets are reached.

Timescale: December 2021 - March 2023

Value of work: £14,400(plus VAT)

Sum to be spent on ecological enhancements within the Dyfi catchment:

£22,680 (inc VAT) for tree planting/willow spiling and fencing in 2021/22.

£69,256 (inc VAT) available for tree planting/willow spiling and fencing in 2022/23.

£500 available for AQA certification costs.

£3,000 available for travel and transport (not including volunteer travel which will be dealt with by the North Wales Wildlife Trust).

Targets to be reached include:

30 volunteer/training days delivered

40 participants

15 AQA certificates awarded

3 Conditions for Participation

3.1

Minimum standards and qualification required

Bidders must demonstrate their experience in operating as Clerk of Works for major projects/sub-projects, experience in landholder liaison, knowledge of riparian tree planting and no-fence tree planting methodologies, experience of recruiting and overseeing countryside contractors, experience of managing and working with volunteers. Bidders must must explain the mechanism by which they will award AQAs. Previous experience of working on SMS or ENRAW projects welcomed.
