Abstract

The Outdoor partnership is seeking proposals from organisations or individuals to provide HR support for the charity over the next four years. Introduction Y Bartneriaeth Awyr Agored / The Outdoor Partnership (TOP), established in 2005 in North-West Wales, is a multi-award-winning Charity inspiring local people to become involved in outdoor activities through participation, education, volunteering, and employment programmes, thus improving health, social and economic well-being. For further information on the charity, please visit: - www.outdoorpartnership.co.uk More recently, the work of TOP has been recognised by the National Lottery Community Fund as an example of good practice and were awarded a grant of £2.9m (net), £4.3m (gross) to expand its business model to 3 new areas outside of Wales in the first year (Cumbria, Ayrshire and Northern Ireland), with an additional 2 to 4 new regions coming on board later this year. In addition to this The Outdoor Partnership have recently received a separate grant through Enabling Natural Resources and Wellbeing (ENRaW) to deliver its programmes across the remainder of Wales through the establishment of 4 new regions. This ENRaW project is funded by the European Rural Development fund through the Wales European Office of Welsh Government. The Outdoor Partnership are now looking for the right partner to provide HR support for an expanding staff team working across all home nations. Currently the charity employs 14 full time staff. HR Support The Outdoor Partnership currently has a limited HR resource through a National UK HR service and has absorbed its own HR duties. As the charity grows and develops it is inevitable that more time will need to be spent on general HR duties in the coming years. The Charity recently launched its robust corporate 10-year strategy https://outdoorpartnership.co.uk/our-strategy. Tender Requirements • Tenderers are invited to submit proposals for the requirements and scope of which are defined in the subsequent sections of this document. • The purpose of this document is to invite the submission of tenders for an Evaluation Partner in the provision of Human Resources. • For clarity, the contract will be with Y Bartneriaeth Awyr Agored / The Outdoor Partnership. • Tenderers should provide details of any other organisation they intend to join with in partnership, consortia, or other contractual arrangement for the purposes of implementing the project. • Tenderers should provide evidence of their capability to undertake this work, in accordance with the experience required section. Specification We want to provide a real step change in terms of our HR provision so that staff are supported, and a robust framework is created and maintained. We therefore require a partner who can assist the Charity to develop and implement adequate HR capacity in delivering the following tasks and activities: - • Provide a dedicated out-sources HR department • Produce and implement a HR strategy • Introduction of a HR information system (HRIS) • Produce an employee handbook • Support with staff and volunteer recruitment process • Conduct an annual staff survey • Annual appraisal review • Provide a fully bilingual service Budget The budget for the support is £20,000 (including VAT) annually (50 weeks a year).
