Eliminating inequality is a central commitment in Wales’s Programme for Government. On 7 June 2022 the Welsh Government published its Anti-Racist Wales Action Plan. Co-constructed with Black, Asian and Minority Ethnic communities and organisations, the plan sets out goals and actions to make Wales an anti-racist nation by 2030. It places the voices and lived experiences of ethnic minority people at the centre of all anti-racist policies and actions. The plan sets a goal to embed anti-racist culture and practices in every further education (FE) institution in Wales. To help set a baseline for this work, the Welsh Government commissioned the Black Leadership Group and ColegauCymru to undertake an initial scoping study, to help prepare for a programme of equality research, analysis and development for the further education sector that could be delivered from 2022-23.
The Welsh Government wishes to commission research, co-constructed and co-delivered by minority ethnic people, to strengthen its understanding of further education learner and staff experiences of racism.
A budget of up to £100,000, excluding VAT, will be made available for the purposes of this contract: up to £35,000 for Lot 1 and up to £65,000 for Lot 2.
Lot No: 1
Title: Qualitative research to understand the lived experiences of ethnic minority learners and staff in the FE sector
Description of the procurement
The qualitative research is intended to focus on exploring participants’ experiences and views in depth, rather than capturing a large or representative sample of participants. The research must be carried out by individuals from ethnic minority backgrounds, who are either employees of the successful bidder, or recruited for the purposes of this contract.
Lot No: 2
Title: Design and testing and delivery of a bank of survey questions which can be used in future to provide evidence of the experiences of learners and staff of all ethnicities.
Description of the procurement
In consultation with the sector and stakeholders, the successful bidder will co-construct a comprehensive set of survey questions that can be used to undertake a future learner and staff survey. The administration of this survey does not form part of this contract but could be undertaken in future years and may be the subject of future procurement. It is intended that the questions will also be suitable for use by learning providers in their own surveys.
