Abstract

The Cabinet Secretary for Economy & Transport has asked officials to review the Enterprise Zone programme to ensure that the Zones will continue to be attractive and competitive to businesses and inward investors and also so that the programme delivers against a more regional approach to economic development, which was outlined in the recently published Economic Action Plan. In particular, it is recognised that Wales faces competition from other UK regions and their Enterprise Zones when it comes to attracting mobile investment projects. The offer of the Welsh Enterprise Zone programme to potential investors therefore needs to be as competitive as possible in the face of this competition. The Client therefore wishes to appoint a professional, multi disciplinary consultancy team to establish a comprehensive review and evaluation of the Enterprise Zone programme which makes sound recommendations for its future direction and delivery.
