Abstract

Caerphilly County Borough Council (the Council) is seeking to establish a framework agreement for the Supply and Installation of Passenger Lifts to support Occupiers and Visitors needs in various buildings throughout the Borough. The initial requirement under this framework agreement is for a passenger lift to be installed in Tredegar Court Sheltered Housing Complex which is located in Crosskeys. The specification for this work can be found in the ‘Request Documents’ tab of the Proactis Portal e-tendering system. Bidders shall note that the evaluation methodology for this framework agreement will be based on the priced bids submitted for the initial works required in Tredegar Court Sheltered Housing Complex. The exact volume of work to be undertaken through this framework agreement is currently unknown and dependent on the Council's user requirements. The Council intends to award two (2) suppliers onto the framework agreement ranked in first (Primary Contractor) and second position (Secondary Contractor). When the Council has a requirement to use the framework, the methodology for awarding work in al instances will include the Primary Contractor being offered the work first. If they are unable to fulfil the order then the Secondary Contractor will be offered the opportunity of undertaking the work. Bidders must note that the Council does not bind themselves to purchase any fixed quantity of goods or any goods at all throughout the framework agreement duration, after the initial requirement has been met.
