II.2.4) Description of the procurement
Conwy County Borough Council invites tenders for the implementation of a chargeable household garden waste kerbside collection service and transportation of compostable garden waste to authorised facilities.
To receive the collection service, Conwy households will pay an annual subscription fee. The full service commencement is planned to start 30 March 2020, although a lead in period of up to 3 months will be required preceding that (for processing of subscription applications, delivery of wheeled bins etc).

III.2.2) Contract performance conditions
The Authority has declared a Climate Emergency and has committed to achieving carbon net zero status by 2030. Transition to low carbon waste collection vehicles is critical to reducing our emissions, however, we recognise that suitable vehicles may not be available at contract commencement. The Authority therefore intends to carry out a contract review prior to invoking the 5 year extension period, with the intent to request a Variation to the Services in accordance with the procedure described in Schedule 6 of the Conditions. The purpose of the Variation will be to require delivery of the Garden Waste Collection Service using low carbon vehicles, should suitable vehicles be available at that time.
