Flying Start Sessional Care within the Penydarren Ward Merthyr Tydfil

Merthyr Tydfil County Borough Council (MTCBC) is seeking quotations from experienced childcare organisations to provide part time Flying Start childcare in the Penydarren area of Merthyr Tydfil to start as soon as possible.

The current provisions are registered with Care Inspectorate for Wales (CIW) for 24 places in the morning and 26 places in the afternoon.

Flying Start is a Welsh Government funded programme targeted at the areas of highest need throughout Wales, the programme aims to provide children- aged 0-4 years with the best possible ‘flying start’ in life.

The Programme addresses disadvantage by targeting families in deprived communities and provides support to reduce child poverty, increase skills levels and address income poverty. The core aim of the Flying Start Programme is to make a decisive difference to the life chances of children under 4 years of age in the areas which it runs.

There are four core entitlements that children and their families in Flying Start areas can access these are; enhanced health visiting, parenting support, early language development support and funded part time childcare for children aged 2-3 years. The Flying Start programme locally also has midwifery support and family support offered through Barnardo’s.

This specification is specifically looking at commissioning with an organisation to offer the funded childcare element of the programme in the Penydarren area.

All information to enable interested providers to submit a bid is included in the attached Request for Quotation (RFQ) document.

Written bids will be evaluated with a view to inviting the top 3 scoring bids to progress to a scored interview stage.

TUPE - bidders are required to complete and return a copy of the TUPE Confidentiality Statement to release TUPE information supplied by the incumbent providers.
