Abstract

By managing the site for wildflower and pollinator diversity, whilst also increasing carbon capture and contributing to the replacement of Ash die-back and the National Forest. The purpose of this Brief is to appoint a competent and qualified company to work carry out habitat restoration and enhancement across the 33acres of capped landfill site at Celgir Mawr. The mosaic of habitats will need a variety of approaches in order to best conserve and enhance the biodiversity of the site. Some planting of native shrubs and trees is desirable at the edge. Also control of bramble and scrub in some of the meadow areas, scrape and pond creation, including the installation of sluice and solar pump system. Access to the site needs to be opened up to allow conservation work to take place, and a conservation management plan for the current financial year and for the future is required. Additional habitat enhancement such as hibernacula and nesting boxes, as well as transplanting under-storey woodland plants such as bluebells would be beneficial to the site. The long term solution to the sustainable management of the site will be grazing, this will require a grazing management plan and infrastructure for grazing stock, including fencing and water troughs. As part of the wider project across North Wales there is likely to be Data maintenance and export.

Total quantity or scope of tender

Purpose

To increase the biodiversity of the capped landfill site at Clegir Mawr. By managing for wildflower and pollinator diversity, whilst also increasing carbon capture and contributing to the replacement of Ash die-back and the National Forest.

The expected outcomes from the project will need to include the following;

• Enhanced meadow habitat, increasing the extent of habitat for wildflowers and pollinating insects.

• Increase in tree and shrub species on site, increasing carbon capture, and contributing towards the national forest whilst also providing woodland and scrub habitat.

• Increase in wetland habitat for aquatic species.

• Example site for sustainable grazing as a way of increasing diversity of habitat for many associated flora and fauna.

3 Conditions for Participation

3.1

Minimum standards and qualification required

The successful company/ provider will be expected to demonstrate that they have a project team of a calibre consistent with the requirements of this Specification. The quality of the consultant/team shall be critical in awarding the contract.

The team will be experienced in undertaking similar work and will have:

a. A proven track record of delivering similar developments

b. Experience of working with local government, together with

a strong understanding of current challenges, threats and

opportunities.

c. Awareness of national, regional and local policies.

d. Strong project management skills, especially when working

with a wide range of stakeholder interests.

Reporting Requirements:

The successful company/ provider will need to prepare a Project Plan covering the entirety of the work outlining the key tasks, outputs, milestones and respective timelines for delivery. The primary parts of the project to focus on being in Phase 1, followed by those in Phase 2.

The successful company/ provider will be required to:

a)Provide fortnightly highlight reports on progress

b)Attend regular meetings to review progress.

The Project Plan will be used to estimate spend on a monthly basis and on approval will form the basis of the invoicing procedure. Invoices will be submitted on the basis of the agreed work programme together with agreed supporting information. Any cost escalation outside of this mechanism will not be accepted.

Additional Information

This project is funded until 31st March 2022.

Below is a list of the anticipated works:

Conservation management plan identifying factors and features.

Survey of site to determine presence or absence of schedule 9 invasive species, management recommendation following site survey.

Includes an allowance for the treatment of Japanese knotweed and 5-year management plan.

Provision of grazing plan with management recommendations and timings.

Purchase and installation of 6 wildlife cameras, to include 3 time lapse and camera traps, maintenance until march 2024.

Installation of traditional Anglesey Clawdd walling at the entrance of the site, walls to be constructed to best practice and provide a suitable reptile and amphibian habitat.

160 linear metres of walling

Installation of 2 traditional steel gates and dry-stone wall splays at the site entrance such as those below:

Hay meadow management- Cut back blackthorn and hawthorn scrub back to the mature tree line to prevent encroachment on to the hay meadow areas.

Cut back European gorse, leaving several stands as refuge for wildlife and additional habitat, areas to be marked out by the site ecologist

Planting of native species of local provenance trees and shrubs within the established woodland blocks to provide an understorey and succession.

Approximately 2500 trees

Planting of shrub species around the perimeter of the site

Approximately 2500 shrubs

Ditch and pond creation, widening of ditches along the boundary, including the installation of sluices to bring the water levels up. Please provide design spec.

Maintenance until March 2024

Installation of solar panel pump system, please provide design spec.

Maintenance until March 2024

Installation of water troughs and connection to the mains to facilitate grazing management of the site

X 2 troughs and all pipe work and fittings

Maintenance until March 2024.

Vegetation management: Cutting of Juncus and scrub to return the area into favourable condition, scrub islands to be left in some locations as a refuge. Please price for area.

Provision of two skips for the removal and recycling of litter and fly tipping found on site.

Creation of 2 x barn owl boxes, 50 bat and bird boxes with local volunteer groups, installation of boxes in woodland across the site.

Transplant bluebells and dog’s mercury from the ancient woodland area and re-plant in other woodland blocks across the site, the area transplanted will need to be assessed as works commence. Please price per metre square of transplantation.

Carry out willow control in the pond area, scrape back 25% of vegetation and re-open the ditch network to create pools of open water. Please state price per meter and area.

Installation of 10 hibernacula created from logs, brash and grass arisings from other operations throughout the site.

Purchase of stock 8 GPS collars and grazing management system, with maintenance and management until March 2024.

Opening up access to the site to allow for habitat management and livestock

Installation of livestock handling pen to facilitate stock loading and unloading, pen to be 2 pen system to the following design:

Installation of path network around the site.

Data maintenance and export as part of wider project across several landfill sites across North Wales
