The university’s Research & Innovation Services (RISe) leads support for researchers across the university including Intellectual Property (IP) commercialisation. The University want to appoint an external company to review our research base to identify IP Commercialisation opportunities. In addition we want to improve our understanding of our environment to support commercialisation to inform improvement of the support we give to researchers. Expected outcomes will be the identification of IP licensing and spin out opportunities as well as potential impact case studies.

Key Objectives

• Identify IP commercialisation opportunities across the university research base to understand their potential value, inform internal investment decisions and identify potential impact case studies for the next REF 2028.

• Understand our environment for IP Commercialisation support and identify gaps, areas for development, improvement and investment to develop a framework for ongoing support for commercialisation.

Deliverables

Deliverable I

A review of IP commercialisation opportunities across research groups across the 3 Faculties of the university, mapping them against our accelerated development areas:

1. Health & Wellbeing

2. Sustainable Environment

3. Crime, Security & Justice

4. Creative Industries (including Business Studies)

This review will include the documentation, evaluation and prioritisation of IP commercialisation opportunities to enable RISe and Faculty management teams to make decisions about whether to provide further support and investment. To include but not limited to the following:

- An initial desk-based review of research grant data and outputs to identify potential IP Commercialisation Opportunities and map key areas of interest.

- Meetings with researchers (via MS Teams mainly) to evaluate IP opportunities and complete IP disclosures.

- Commercial evaluation of IP opportunities to assess potential value/benefits

- Ranking IP opportunities and recommendations to progress commercialisation

Deliverable II

A fully justified recommendations for a framework to enhance the support for IP commercialisation at the university that is tailored to the needs of each faculty. The framework would include an estimation of cost and the names of potential third-party suppliers that could support the university in meeting its goals. This proposal will be presented to an internal group of stakeholders for discussion. Activities will include, but are not limited to, the following:

- Desk based review of IP Commercialisation support strategies and systems included in University strategies, capabilities, resource plans, policies, internal and external digital communications and REF environment statements and comparison with sectoral best practice,

- Meetings (on campus) with key stakeholders to review the needs and wants for future IP commercialisation support.

- A final report including recommendations and a specification for a framework to support to meet the needs of the university.

- Presentation of recommendations to internal stakeholders (on campus)

Timescale

This contract will run for a period of 8 months from 3rd October 2022 to 2nd June 2023 or earlier if the Deliverables are completed sooner.

Location

The consultant will be expected to visit the 4 USW campuses based in South Wales at Treforest, Glyntaff, Cardiff and Newport, to meet with stakeholders.

Contact

The successful supplier will work closely with Research and Innovation Services as an extension of this team in providing a responsive and responsive service to complement the team’s other services. The main point of contact shall be with the Knowledge Exchange & Impact Manager.

Interested parties must be able to demonstrate the following insurance levels before contract award:

• Employers Liability £10 million

• Public Liability £5million

• Professional Indemnity £5million

Be able to meet the aims and objectives as identified in the ITT document.

Be able to undertake the requirements and meet the key deliverables as identified in the ITT document.

Meet the deadlines of the project in relation to timescales and deliverables as identified in the indicative timetable

of the ITT document.

Your tender submission will be evaluated in line with the following criteria and weightings.

Criterion

Weighting 20%: Evidence of delivery team’s competence and track record and ability to meet, project timetable and address dependencies/risks.

Weighting 10%: Demonstration of a clear understanding of sectoral best practice and the context, challenges and priorities of the review.

Weighting 30%: Proposed methodology, which clearly outlines the rationale for the approach chosen approach and demonstrates how the aims of this study will be met.

Weighting 40%: Price
